I am contacting you regarding the illegal reprisals that have been happening at Neva King Cooper (NKC) a school for severely retarded children. These abuses have been happening for 6 years, ever since Miami-Dade County Public Schools (MDCPS) Superintendent Carvalho illegally smashed NKC’s attempt to convert from a public school to a charter school. (legal case DOAH 13-1492) My blog is mdcpsallegations.com The principal, Dr. Tracy Roos told me she has Obsessive Compulsive Disorder (OCD) and seems unable to control her vicious and vindictive illegal retaliation against staff and students. Most NKC staff view BOTH NKC administrators as extremely racist. Last spring, Dr. Roos forbade almost all African American staff from taking the MANDATORY staff satisfaction survey. A few days ago, Dr. Roos allegedly physically assaulted an African American severely mentally retarded student in front of witnesses, who submitted formal charges against her. Although it is MANDATORY that Dr. Roos be assigned alternate duty at another location until the investigation is complete(for the safety of the child), MDCPS is refusing to do this and Dr. Roos remains at NKC. This means this child’s parents must either keep their child out of school and risk having their child removed from his home and involuntarily transferred to a foster home, or send him back to NKC, where a principal who has said she has OCD and seems incapable of suppressing her vicious and vindictive impulses, and has a long history of retaliating against everyone who has caused her (Dr. Roos) to be viewed in a negative light is still in charge of running the school this Severely Mentally Retarded child attends. SENATOR NELSON, DO SEVERELY MENTALLY RETARDED CHILDREN IN FLORIDA HAVE THE RIGHT TO BE SAFE FROM PHYSICAL ASSAULT BY THEIR PRINCIPAL? The African American staff and the African American parents of NKC are FURIOUS, and a major explosion seems imminent. Over a period of 3 years, I have sent 7 UNANSWERED certified letters to Superintendent Carvalho and another 7 unanswered certified letters to United Teachers of Dade (UTD) president Hernandez-Mats. MDCPS seems more like a criminal enterprise than a school district. Reform from within will never happen as MDCPS is utterly corrupt. Would it be possible for you as a Florida senator to relieve Superintendent Carvalho of his duties and appoint a caretaker superintendent while an independent investigative body such as the National Labor Relations Board or the Florida or Federal Bureau of Investigation does an in-depth investigation of MDCPS? I have sent several letters to Governor Scott regarding this matter and he has not responded. As I am a political atheist, my friend is whoever will help me fight for the rights of Severely Mentally Retarded children. If there is an explosion at NKC and it gets in the papers that you knew of the problems and did nothing, it could hurt you in the election. I am posting this email on my blog.
