I have sent two unanswered emails to Florida Commissioner of Education Richard Corcoran, fully appraising him of the latest alleged physical assault of yet another minority Neva King Cooper (NKC) staff member by NKC principal Dr. Tracy Roos. I have also had a lengthy telephone conversation with Miami Dade County Public Schools (MDCPS) internal investigation unit Mr. Rafael Villalobos, so the district is fully appraised of the extremely volatile situation at NKC. I have also sent two unanswered emails to MDCPS superintendent Alberto Carvalho, so he is also fully appraised of the situation.
Time after time over the last 10 years, Dr. Roos has allegedly physically assaulted a profoundly mentally handicapped African American student, and several minority NKC staff members. Witnesses have stepped forward and filed formal charges against Dr. Roos. Time after time, either no investigation was done, or a sham investigation was done. and Dr. Roos was absolved of all guilt for these alleged incidents. Time after time over the last ten years, after being absolved of guilt, Dr. Roos has then allegedly committed additional physical assaults against NKC minority employees
The NKC stakeholders have no confidence in the internal investigative agency of MDCPS to police itself and end wrongdoing by MDCPS administrator Dr. Tracy Roos. Many NKC stakeholders fear that MDCPS will once again absolve Dr. Roos of any guilt (even though there are witnesses against her, and even though Dr. Roos allegedly has attempted to coerce Mr. Luis Ibarra, and possibly other NKC staff to write statements by staff members who did not witness this incident saying the alleged physical assault did not occur.)
For this reason, if MDCPS chooses to absolve Dr. Roos of guilt, even though ample evidence exists to show she is guilty of physically assaulting an African American NKC custodian, one or more NKC stakeholders will seek to involve Black Lives Matter in resolving the 10-year, on-going crisis at NKC. When the Black Lives Matter representatives finish their investigation, it is possible that Commissioner Richard Corcoran, Superintendent Alberto Carvalho, and NKC principal Dr. Tracy Roos will be removed from their posts for nonperformance of their duties.
I have written three emails to Pulitzer Prize winning journalist Mr. Leonard Pitts, asking for his help in ending this 10-year crisis. Here are those three emails.

Hello Mr. Pitts. I know you are a very busy man, so I apologize if I am wasting your time. I have a blog mdcpsallegations.com I am hoping you will read my last three blog entries. For nearly ten years, the White principal of a school in the nation’s fourth largest school district has allegedly physically assaulted both a profoundly mentally handicapped African American student of that school and minority staff employees of that school. On numerous occasions, this woman has been ‘investigated” by the internal investigative unit of Miami Dade County Public Schools (MDCPS) and cleared of wrongdoing, at which time she resumes what gives the appearance of being overt and blatant racist actions against minority staff members. For years, I have been unsuccessful in persuading the Miami Herald to cover this story. This abuse will continue unless the public becomes aware of what is happening.
Staff employees of that unhappy school are hoping you might be interested in writing a story about that school. Hello Mr. Pitts. My name is Bill Detzner. Several days ago, I sent you an email regarding an African American custodian at Neva King Cooper School (NKC) who was allegedly physically assaulted by the white school principal, Dr. Tracy Roos.
As this is merely the latest alleged physical assault against a minority student or staff member of NKC by Dr. Roos over a period of 10 years, with no adverse consequences for Dr. Roos, the very angry minority NKC staff members, and the parents of minority profoundly mentally handicapped students who attend NKC are wondering if the Federal laws outlawing physical assault against minorities apply to Miami Dade County Public Schools (MDCPS), the nation’s fourth largest school district. What makes these unpunished alleged physical assaults particularly upsetting is that even though staff members have on numerous occasions filed formal complaints against Dr. Roos (at the risk of retaliation from MDCPS) either no action is taken, or Dr. Roos is absolved of all guilt after a sham investigation by the internal MDCPS investigative agency.
This is inevitably followed by yet another allegation of physical assault by Dr. Roos against a minority staff member or student.
The most egregious allegation against Dr. Roos is that she allegedly physically assaulted an African American profoundly mentally retarded student. An African American bus aide, who witnessed this alleged physical assault, filed formal charges against Dr. Roos. The parents and staff of NKC felt this violation was so over the top that not even Dr. Roos would escape with no negative consequences whatsoever. They were sadly mistaken. In violation of MDCPS own policies, Dr. Rooss was not even removed from campus during the sham “investigation.” The mother of this allegedly abused child was justifiably very upset and filed a complaint against MDCPS. She very quickly dropped the matter, and NKC stakeholders are wondering if MDCPS silenced her by threatening her.
In my previous email to you, I asked you to consider taking one or more of the following actions. 1)Writing one or more newspaper articles about the nearly 10-year physical assaults allegedly committed by Dr. Roos. 2) Contacting MDCPS school superintendent Alberto Carvalho (305) 995- 2940 or superintendent’soffice@dadeschools.net 3) contacting the Miami NAACP at 877-622-2709 or miamidadecommunications@gmail.com 4) Putting me in contact with any Miami Herald reporters interested in this story. If you have already done one or more of these things, I want to very profusely Thank You on behalf of the profoundly mentally handicapped students, parents, and staff of NKC.
Mr. Pitts, the reason Superintendent Carvalho has for 10 years taken no action to prevent further alleged physical assault against minority profoundly mentally handicapped African American children and minority staff members of NKC is because the public is unaware of what is happening at this and possibly other MDCPS. The reason the public is unaware of the alleged abuse in the nation’s fourth largest school district is because the NKC stakeholders have been unable to find a mass media outlet that will cover this story. Minority parents of NKC students fear that if they voice their numerous grievances against Dr. Roos, their children will be physically assaulted by Dr. Roos, with virtual impunity. Can you please raise your voice against this situation?
