Continued Bullying By Principal Tracy Roos

I refer to the nearly ten years that Dr. Roos has been the NKC principal as “The Rape of NKC.” At that unhappy place, Dr. Roos operates a caste system, based upon the ethnicity of the employees. The first caste is Whites/Caucasians. Dr. Roos treats them very, very badly. The second caste is Hispanics. Dr. Roos treats them even worse. The third caste is African Americans, who are disrespected and abused the most by Dr. Roos.

A Hispanic person who is presently an NKC employee, has graciously and courageously allowed me to post two communications he/she has sent to MDCPS officials to make them aware of the intolerable working conditions Dr. Roos imposes on NKC employees. As this is deeply personal information, I am not going to reveal the name of the person who sent me these communications. Hopefully, the following two letters will illustrate 1) The intolerable working conditions at NKC 2) Dr. Roos’ guilt of HORRIFIC emotional and physical abuse of the entire NKC staff. The person who sent me these two letters had suffered a serious injury to his/her knee while on the job at NKC, and was in a great deal of pain. Here then, are the two letters:

On September the first 2021, I requested to go to the Workman’s Compensation doctor but was given the runaround by the principal. She tried all she could to keep me from going, such as my accident report was filled out improperly and my having to wait until all students went home on that day. I was even asked in the main office if I had witnesses to my fall. Clearly my right to attend a Workman’s Compensation doctor was negated so at that point I called the region. The region also said that maybe I was not allowed to go at that particular time because there was no class coverage, and maybe I should contact UTD. At that time, I told the attending clerk over the telephone that I demanded to see a doctor, and if no one from the region office called the principal immediately I was going to contact the school police. I hung up the telephone and not five minutes later, I was summoned to the main office. I got my papers allowing me to go to the doctor immediately. I guess someone at the region called the principal and told her she had to let me go. The principal violated my rights to a doctor for an injury caused in the classroom by a student and for which I had two witnesses.

While picking up my papers from the main office, the principal decided to challenge my actions and as I was standing next to the clerk who was preparing my paperwork, the principal decided to give me a piece of her mind. Sitting behind her desk from her office, she screamed at me and asked why I had called the region. It was clear that she was furious. I did not back down. At this time, I got a burst of mental energy. This was my opportunity to defend myself against this bully, a bully that had been tormenting me for years. I got the courage to give her a dose of her own medicine. I shouted at her. I told her I was tired of her trying to SCREW me! She shouted at me, “Come over here and tell me how I tried to screw you.” I told her I did not want to speak to her. I was in pain, agitated, and now, once again, being BULLIED by the same person who had been bullying me for years. The same principal who had pushed me into seeking mental health counseling assistance from the MDCPS Employee Assistance Program. The same principal who bullies her staff at will and the same principal that gets away with her bullying. It was an ugly shouting match and in all certainty, she initiated the shouting match once I entered the office to retrieve the paperwork for the doctor. Of interest is how she shouted at me from her office on more than one occasion how I was so unprofessional. Here is this administrator chastising and belittling me for being so UNPROFESSIONAL, but yet she’s the one who initiated the shouting match.

Mr. Villalobos from the region suggested that I follow up with a Civil Rights Complaint and I am in the process of doing so. I am just waiting to see if my witnesses to instances of bullying by this principal towards others and myself will testify to my facts. I suspect that none will, as they are too afraid of this principal. I respect those fellow employees for their positions and I understand that this principal has and continues to get away with bullying and these employees quite naturally are in fear.

In closing, please be aware that I am still in counseling by the EAP and hope to feel better about myself. The intended damage perpetrated on me by Dr. Roos is still vivid. I had several dreams with his principal that are terrifying. Dreams where I find myself in the building and I run across her in the hallways and she starts to pursue me. Yes, the damage has been done. I am tired of being belittled, put down, made to feel worthless, shamed, and terrified.

There was an instance where I was standing in front of her after having been called to the office for a supposed infraction I had done. Dr. Roos very clearly stated that my teaching certificate was in jeopardy! I remember the warm tears running down my face. I felt so dehumanized. This principal had me where she wanted me, in the palm of her hand. I will not let this happen again, as I now have a voice. There are more instances, and they will be put down on my Civil Rights Complaint. In my complaint. I will highlight that Dr. Roos bullies and discriminates against both Hispanics and African Americans. [Note: This was not a dream. This was an extremely unpleasant experience this person had with Dr. Roos]

Here is the second letter this person wrote:

Dear Administrator,

For years I have been bullied by the principal at Neva King Cooper and I know that it has reached a point where I cannot tolerate it any longer. I have dates, times, and instances where the principal has called my cell phone to harass me, has come to my home, uninvited, and in general has made me feel anxious, fearful, depressed, lacking in concentration, and I would like for it to stop. Please call me at my cell phone at your earliest convenience. Thank You.

This Hispanic teacher never had issues with anxiety, depression, fearfulness, lack of concentration, etc. prior to the time Dr. Roos became the NKC principal. This person is not the only Hispanic teacher who never had mental health issues prior to Dr. Roos becoming the NKC principal who experienced off the charts levels of anxiety and depression after the arrival of Dr. Roos. Another Hispanic teacher experienced an acute anxiety attack during the school day. At the end of the school year, Dr. Roos called a MANDATORY staff meeting where Dr. Roos allegedly publicly humiliated this teacher for this anxiety attack in front of all his/her peers. This teacher is a former teacher of the year, and the kind of teacher I would want my child to have.

Perhaps if MDCPS replaced the White Superintendent of Schools, Alberto Carvalho and the White principal of NKC, Dr. Roos, these blatant and overt racial incidents would no longer occur.

Perhaps input from Black Lives Matter and NAACP would end the pervasive racism that seems to plague the nation’s fourth largest school district.

I Mistakenly Believed Things Could Not Get Worse

I have learned two new things I wish to bring to the attention of the readers of this email. The first is that NKC principal Dr. Roos is allegedly attempting to persuade the workman’s compensation office to deny compensation to the African American Custodian Dr. Roos allegedly assaulted. This raises a number of troubling questions. 1) Shouldn’t it be the Office of Workman’s Compensation, and not Dr. Roos who determines the eligibility of this person for workman’s compensation? 2) Is Dr. Roos sending these emails or making these phone calls to the Office of Workman’s Compensation during her working hours? (Hopefully, an investigative body having no connection to MDCPS will investigate this matter.) 3) Given the fact that Dr. Roos alleged physical assault of this woman temporarily made it impossible for this woman to perform her duties, is it morally, ethically, or legally permissible for Dr. Roos to also attempt to deny this woman any income with which to pay her bills? (Readers of this email might also wish to interview Mr. Javier Ruiz Lopez. Dr. Roos also allegedly recently attempted to prevent Mr. Luiz Lopez from securing workman’s compensation when Mr. Ruiz Lopez suffered an injury while working at NKC. Mr. Ruiz Lopez is Hispanic. This is yet another example of what appears to be discriminatory behavior by Dr. Roos against a minority employee.)

the second new fact that I have learned is the name of one of the NKC staff Dr. Roos allegedly “Asked” to write a report stating Dr. Roos did not physically assault the African American Custodian, even though this person did not witness the alleged physical assault. The only two people who actually observed this alleged physical assault were a bus aide and the NKC security person. The name of one person Dr. Roos allegedly “Asked” to write a false report, absolving Dr. Roos of blame is Mr. Luis Ibarra. My hope is that an investigative body that has no connection with MDCPS will interview Mr. Ibarra and ask him if Dr. Roos “Asked” him to write such a report. If Mr. Ibarra wrote such a report, my hope is that the investigative body will retain a copy of this report. It might also be prudent to ask all NKC school secretaries if they typed up any such reports from Mr. Ibarra and other NKC staff. Also, Mr. Ibarra might be asked if Dr. Roos threatened any reprisals against Mr. Ibarra if he failed to provide such a statement. If Dr. Roos coerced, or attempted to coerce any NKC staff member into providing false statements absolving Dr. Roos of guilt for this alleged assault, my hope is that the proper penalty will be levied against Dr. Roos. Investigators may also wish to ask the entire NKC staff if any of them were asked to provide false statements on Dr. Roos behalf.

I wish to VERY STRONGLY EMPHASIZE that if Mr. Ibarra or any other NKC staff member wrote false statements on behalf of Dr. Roos, NO PENALTY should be levied against them.

I worked for three years under Dr. Roos, and every day during that period, I feared that I would be summoned to Dr. Roos office to face false, career ending charges brought against me by Dr. Roos. I have previously stated that MDCPS has the appearance of being a criminal enterprise. A few examples will hopefully illustrate the pervasive fear of reprisal that MDCPS employees face on a daily basis, courtesy of both Superintendent Carvalho and Dr. Roos.

Dr. Roos allegedly used her hand to jerk the jaw of a person Dr. Roos was SCREAMING at in an upward motion until this person was involuntarily looking into Dr. Roos’ eyes. Dr. Roos then allegedly screamed, “You look at me when I am speaking to you.” This alleged victim was a Hispanic SOCIAL WORKER. This person was not a member of United Teachers of Dade. (UTD). THIS SOCIAL WORKER CHOSE NOT TO REPORT THIS PHYSICAL ASSAULT TO THE MDCPS INTERNAL INVESTIGATIVE BODY. If a SOCIAL WORKER does not have enough confidence in MDCPS to report a PHYSICAL ASSAUL against her, what does that tell the readers of this email about the ability of MDCPS to internally police itself?

Commissioner Corcoran, on bended knee, I am BEGGING you to bring in one or more investigative bodies independent of MDCPS. I am hoping this investigative body will do a comprehensive investigation of the entire MDCPS, in addition to investigating the ten year rape of NKC during the time Dr. Roos has been the principal of that unhappy place.

Here is yet another example of the fear MDCPS employees have of reprisals for whistleblowing. When myself and a few other teachers FORCED MDCPS to open an internal investigation into cheating by Dr. Roos on the yearly achievement tests, several of my NKC colleagues pulled me aside and warned me that my whistleblowing was career suicide, as MDCPS would absolve itself of all blame, Dr. Roos would then retaliate against me, and UTD would turn a blind eye, and not lift a finger to protect me. All three of these predictions came to pass.

I was the UTD steward at NKC for ten years, and I can tell you that UTD does NOTHING to protect NKC members. NKC is a “no go zone” for UTD. For that reason, it would be wrong to charge Mr. Ibarra or any other person with wrongdoing if they provided false statements to Dr. Roos.

Two other examples of the DEEP, DEEP fear Dr. Roos has instilled into NKC employees are the false charges Dr. Roos levied against Mr. Rick Massa of reckless endangerment of a child (who Mr. Massa rescued from choking on his food), cheating on the yearly achievement test, and possibly sexually molesting a child. (I discuss this in great detail in my blog mdcpsallegations.com) All of these charges were later dropped for lack of evidence.

Still another example of the DEEP, DEEP fear Dr. Roos has cultivated can be found in DOAH 145-2439. This was the legal case where Dr. Roos was found guilty of illegally terminating the employment of Ms. Luz Morales, a Hispanic employee. (Hopefully, the readers of this letter are seeing a pattern of discrimination by Dr. Roos against both African American and Hispanic employees, during the entire ten years that she has been the NKC principal. Hopefully, the readers of this email will also see a pattern where time after time when MDCPS was allowed to investigate itself, Dr. Roos was cleared of all wrongdoing, and resumed her discriminatory practices against minority NKC employees. Hopefully, the readers of this letter will see that Superintendent Carvalho, by allowing Dr. Roos to continue these illegal practices, is as guilty of racial prejudice and discrimination as Dr. Roos is.)

However, I have digressed. The point I wished to make is that when I agreed to testify on behalf of Ms. Morales at her court hearing, I was once again pulled aside by other NKC staff and warned that I was risking my career, as MDCPS would retaliate against me, and UTD would turn a blind eye, and not lift a finger to protect me. This turned out to be what happened to me, and to every other person who testified on behalf of Ms. Morales.

If Mr. Ibarra, or any other person who allegedly wrote false statements on behalf of Dr. Roos when “Asked” to do so is punished for doing so, this would be a great travesty of justice, and yet another example of a minority employee punished for the misdeeds of Dr. Roos. As MDCPS gives the appearance of being a criminal organization, an employee who declines when “Asked” to perform an illegal action puts his/her career at risk, and has no entity to turn to for help (including UTD.)

Ms. Santos, as the school board member representing District Nine and NKC, I am asking you to do three things. 1) Please share this email with Superintendent Carvalho. 2) Please send a written memo to Mr. Carvalho, asking him to permanently remove Dr. Roos from NKC, for the protection of both African American Profoundly Mentally Handicapped children of that school, and the minority employees of that school. 3) Please author a motion for the school board to remove Mr. Carvalho as the MDCPS Superintendent, for egregious failure to protect minority children and staff of NKC over a period of nearly ten years. Ms. Santos, if you fail to take these actions, please keep in mind that stakeholders are attempting to invite Black Lives Matter, the NAACP, and other interested parties to provide their input into securing the safety of NKC minority students and staff.

Mr. Carvalho, I am asking you to resign as the MDCPS Superintendent and to immediately and permanently remove Dr. Roos as a MDCPS employee. A few years ago, you abruptly fired a principal for the offense of dirty bathrooms. Perhaps I am wrong, but it is my belief that the readers of this blog consider the alleged repeated physical assault of both minority students and staff by a school principal to be a more serious offense than dirty bathrooms.

Commissioner Corcoran, on bended knee, I am literally BEGGING you to task an independent investigative body (perhaps the Florida Bureau of Investigation, or the Federal Bureau of Investigation) to do an in-depth investigation of both NKC and MDCPS. If that investigation reveals that Dr. Roos merits termination of employment, with loss of pension, I ask that the proper penalty be assigned. If your investigation determines that Mr. Carvalho has failed in his duties as MDCPS Superintendent, I ask that you terminate him from his position, and place MDCPS under state supervision, until such time as MDCPS is in compliance with both Federal and Florida statutes.

November 18, 2021 Email to School Board Member Luisa Santos

Hello Ms. Santos. My name is Bill Detzner. I want to make you aware of a situation that recently happened in a MDCPS District Nine School. On November 10, 2021, Dr. Tracy Roos, the White principal at Neva King Cooper (NKC), a center exclusively for Profoundly Mentally Handicapped (PMH) students allegedly physically assaulted an African American custodian of that school. As a result of this alleged physical assault, the African American custodian is on workman’s compensation , and is asking that this incident be investigated. She has sent unanswered emails to both Dr. Roos and Ms. Garcia, who is Dr. Roos boss. There are two witnesses to this alleged physical assault. Ms. Garcia has been fully appraised of the situation.

This is just one of many alleged physical assaults Dr. Roos has been accused of. One alleged incident involved an African American Profoundly Mentally Handicapped student of NKC. I have described the numerous allegations of physical assault by Dr. Roos against both minority students and minority staff of NKC. My blog can be accessed at mdcpsallegations.com

My latest entry, posted November 18. is titled, “Dr. Roos Latest Alleged Physical Assault of an African American NKC Employee.” Reading that entry will give you a brief outline of the numerous allegations of physical assault that Dr. Roos has inflicted upon minority students/staff at NKC FOR SIX YEARS.

For the life of me, I cannot understand why Mr. Carvalho does not seem to be troubled that a white principal allegedly physically assaulted a helpless Profoundly Mentally Handicapped African American child who literally cannot speak for himself. Mr. Carvalho’s seemingly moral nihilism is why I am also going to seek the assistance of Black Lives Matter, the NAACP, the Atlanta Office of Civil Rights Enforcement, and other stakeholders that I am not going to reveal at this time. I am doing this because I have spent SIX YEARS sending Mr. Carvalho certified letters informing him of what gives the appearance of being overt and blatant racism displayed by NKC principal Tracy Roos.

As NKC is significantly higher than 50% of minority and low income students, it is astonishing beyond belief that Mr. Carvalho has allowed a principal who gives the appearance of being extremely racist to allegedly physically abuse both minority students and staff without doing anything to stop it, even though I have left a long paper trail that shows he has been made aware of this situation.

As every time an allegation of physical assault of a minority student or staff person by Dr. Roos appears to have been swept under the carpet by MDCPS, the fear of the parents and staff of NKC is that the job of Ms. Garcia is NOT to investigate this matter, but to sweep it under the carpet and allow Dr. Roos to continue to physically assault minority students/staff.

Mr. Carvalho might find this difficult to understand, but the parents and staff of NKC are getting VERY weary of Dr. Roos alleged physical assaults, with virtual impunity.

I will post this email to you on my blog, so it cannot be denied that both you and Mr. Carvalho have been fully appraised of the EXTREMELY volatile present situation at NKC.

Ms. Santos, I am asking you to do the following actions: 1) Please read my November 18 posting on my blog. 2) Please share this email with Superintendent Carvalho, and ask him to also read my November 18 blog posting. 3) Please send Mr. Carvalho a written memo asking him to consider terminating Dr. Roos as a MDCPS employee, and forfeiting her pension, if that option is legally possible (and not merely reassigning her to another post.) 4) Please consider authoring a resolution asking the school board to relieve Mr. Carvalho of his position as MDCPS superintendent, due to his gross negligence in protecting both minority NKC students and staff from alleged physical assault at the hands of principal Dr. Tracy Roos

Ms. Santos, I will close this email with a question for both you and Mr. Carvalho. My question is: Do you feel MDCPS has an obligation to protect African American Profoundly Mentally Handicapped students and minority staff members from physical assault by a MDCPS principal?

Dr. Roos Latest Alleged Physical Assault of An African-American NKC Employee

Note: This entry was written on 11/17/2021

I would like to make both Florida Commissioner of Education Richard Corcoran and MDCPS Superintendent Alberto Carvalho aware of the latest alleged physical assault by Neva King Cooper (NKC) Principal Dr. Tracy Roos against an African-American Custodian of that school. The name of the Custodian allegedly physically assaulted by Dr. Roos is Ms. Sabrina Crawley Cross. The alleged incident took place on November 10, 2021 between 12:45 PM and 1:15 PM. This alleged attack was observed by two witnesses. Those two witnesses are Bus Aide Ms. Sandra Welch Slaton, who has agreed to provide a written statement as to what she observed. The other witness is NKC Security Guard Mr. Leon Mitchell. Mr. Mitchell is a recent hire who has declined to provide a written statement , due to a fear of retaliation against him by Dr. Roos. ( Mr. Mitchell’s fear of retaliation at the hands of Dr. Roos is well founded. A few years ago, an African American Custodian by the name of Mr. Aaron Jackson alleged that Dr. Roos threatened to terminate his employment unless Mr. Jackson wrote a false statement denying that Dr. Roos had ordered Mr. Jackson to deliver Dr. Roos threat of an involuntary reassignment to another school to African American Para Professional Ms. Green.) Dr. Roos boss (Ms. Garcia) has received written notification of the allegations Ms. Crawley Cross has made against Dr. Roos. Although Ms. Crawley Cross has sent emails to both Dr. Roos and Ms. Garcia, she has not received any responses to her inquiries.

The alleged physical assault took place when Ms. Crawley Cross attempted to assist Dr. Roos who was attempting to calm down an upset Profoundly Mentally Handicapped (PMH) student. Dr. Roos began shouting at Ms. Crawley Cross in a disrespectful and abusive manner. Dr. Roos then allegedly used her hand to very aggressively shove Ms. Crawley Cross in her back. Ms. Crawley Cross reported this incident to Mr. Darwin Brown, who is the Untited Teachers of Dade (UTD) buildind steward for NKC.

Ms. Crawley Cross said she was shoved so hard that she was in great pain that weekend. She has since had to go on workman’s compensation , and she had to have a medical person give her a shot to lesson the pain she is experiencing in her back. Later that day, Dr. Roos then allegedly requested that NKC staff who had not witnessed this incident file statements stating that Dr. Roos did not physically assault Ms. Crawley Cross. Is it possible for an independent investigative party to gather both these reports, and statements from the NKC staff who were allegedly asked to lie about an incident they did not observe? Also, as the school secretary, and not Ms. Crawley Cross filled out the paperwork for her to receive workman’s compensation, Ms. Crawley Cross has no idea of the accuracy of the information that was put into that form, and would like to receive a copy of that paperwork for her records.

Following this alleged physical assault, Ms. Crawley Cross is alleging that she endured a very disturbing verbal exchange at the hands of Dr. Roos. Ms. Crawley Cross, fearing for her physical safety after this alleged physical assault, walked away from Dr. Roos. Dr. Roos then allegedly shouted, “Come here. Come here. I’m your boss. You come when I’m calling you.” Dr. Roos then followed Ms. Crawley Cross into room 10 and continued her tirade, shouting, “I didn’t push you.” Then Dr. Roos changed her mind and said, “I didn’t push you very hard. I didn’t push you. I just touched you. If you are upset, I apologize. Do you accept my apology?” Dr. Roos concluded her hateful tirade by shouting: ” Everyone in the District knows you are a liar.”

This is merely the latest incident in a long line of alleged physical assaults by Dr. Roos against both a Profoundly Mentally Handicapped (PMH) African American student and minority NKC staff. All of the six additional incidents I will mention in this letter are discussed in great detail in my blog mdcpsallegations.com Incident 1) Dr. Roos allegedly physically assaulted an African American PMH student. Although this incident was reported to the MDCPS and child protective services people, the incident was swept under the carpet. Commissioner Corcoran, I am hoping you will interview the parent of this child to see if MDCPS and/or Dr. Roos attempted to intimidate that parent into silence regarding this incident. As a result of this incident, the parents of some of the minority children of NKC have a fear that if they report any wrongdoing by Dr. Roos, the principal will physically assault their child, with virtual impunity. Commissioner Corcoran, are you ok with that situation? Superintendent Carvalho gives the appearance of being VERY comfortable with that situation. Incident 2) Dr. Roos allegedly seized a Hispanic employee by the chin, jerked her head upwards until the terrified employee was looking into Dr. Roos eyes, and screamed, “You look at me when I am talking to you.” Incident 3) Shortly after the brutal murder of the daughter of African American employee Ms. Green, Dr. Roos allegedly ordered African American Custodian Mr. Aaron Jackson to deliver a threat from Dr. Roos to Ms. Green. The threat was that Ms. Green was in danger of being involuntarily transferred to another school. Superintendent Carvalho cannot say he was unaware of this incident, because he personally telephoned Ms. Green to assure her that Dr. Roos would not be allowed to carry out her threat. At the time. Dr. Roos was a candidate for the prestigious Principal of the Year Award. Superintendent Carvalho could have chosen to demonstrate his opposition to discriminatory and hateful actions against African American employees by withdrawing Dr. Roos as a candidate for this award. By declining to take this action, Superintendent Carvalho sent a clear and unmistakable signal that under his stewardship, discrimination against African American staff of MDCPS would not only be tolerated, but handsomely rewarded. Incident 4) In the spring of 2020, during the Covid school closing, during a Zoom instructional presentation, Dr. Roos allegedly cursed on tape. Although myself and at least one parent filed formal complaints against Dr. Roos, MDCPS appears to have swept that incident under the carpet. Mr. Corcoran, if that Zoom tape still exists, I am hoping authorities other than MDCPS would examine that Zoom tape? Incident 5) I filed a formal complaint alleging that Dr. Roos allegedly cheated on the yearly high stakes achievement test given to PMH students. Although I cautioned that if MDCPS was allowed to investigate itself in this matter, the probability of a coverup was high, the state of Florida nevertheless allowed MDCPS to investigate itself. That investigation cleared MDCPS of any wrongdoing. If wrongdoing did in fact occur, and MDCPS covered up that wrongdoing, then the county is guilty of both cheating, and then covering up that cheating. Can an independent investigative body, such as the Florida Bureau of Investigation, or the Federal Bureau of Investigation explore all of the alleged incidents I have mentioned in this letter? MDCPS gives the appearance of being a criminal enterprise, incapable of cleaning up its act. Also, if it is determined that Dr. Roos cheated on the administration of the FAA high stakes achievement test, and given the fact that she was financially rewarded for falsified high scores, can the proper penalty of termination of employment with loss of pension be levied against her? Incident 6) I would urge independent authorities to examine court case DOAH 13-1492. It appears that in violation of the law, MDCPS retaliated against the two previous NKC administrators who attempted to convert NKC from a public school to a charter school. Shortly after illegally smashing NkC’s attempt to convert to a charter school, Superintendent Carvalho paid NKC his only visit. During that visit, Mr. Carvalho stated, ” This is a public school, this will always be a public school, and if anyone wants to change that, they are going to have to come through me.” As a result of that statement, many NKC parents and staff are of the opinion that Mr. Carvalho intends to punish the students (i.e. physical assault of an African American PMH student by the school principal), the parents, and the staff of NKC in perpetuity for the “crime” of exploring the supposedly legal option of converting to a charter school.

As I have been writing to both the Florida Commissioner of Education and MDCPS for over SIX YEARS, with no corrective action being taken by either party (not even acknowledging receipt of my correspondence), I will also seek help from Black Lives Matter, the NAACP, and the Atlanta Office of Civil Rights Enforcement. Given the fact that neither of the parties receiving this letter seem to want to clean up their own mess, I am hoping the three above mentioned stakeholders will be willing to clean up your mess for you.Hopefully, when they are done cleaning up your mess, neither one of the parties receiving this letter (or Dr. Roos) will still be employed.

Commissioner Corcoran, would it be possible for the state of Florida to do a systems wide audit of MDCPS to see if the abuses mentioned in this letter are systemic throughout the district? If that turns out to be the case, can Superintendent Carvalho be relieved of his duties, and MDCPS be put under state control until such time as MDCPS is in compliance with Federal and Florida statutes?
