Hello Mr. [Dwight] Thomas. My name is Bill Detzner. I have sent you numerous emails and telephoned you several times concerning the on-going Rape of Neva King Cooper (NKC) School. My self and the NKC stakeholders fear that yourself, and other high ranking Dept. of Education officials intend to do little or nothing to prevent the Rape of NKC from entering its NINTH YEAR when school resumes for the 2020-2021 school year.
I am asking that you forward this email to Elizabeth Newton, Angela Tanner, Katrina Speights, (katrina.speights@myflfamilies.com) MDCPS superintendent Alberto Carvalho, Florida Commissioner of Education Richard Corcoran, the Florida Department of Education Inspector General, the investigator for the Miami-Dade DCF, (Katrina Speights), and Secretary of Education Betsy DeVos. If one or more entirely preventable incidents of racially based violence occur at NKC in the fall of 2020, I don’t want the above named people to bray that they did not know what has been going on at NKC for the last EIGHT YEARS.
To refresh your memory, (all of this material can be found in my blog mdcpsallegations.com) as DOAH 13-1492 clearly shows, MDCPS and superintendent Carvalho illegally smashed NKC’s attempt to convert from a public school to a charter school. Shortly after this tragic event. Mr. Carvalho paid his one and only visit to NKC. At that time, in front of witnesses who are still employed at that unhappy place, Mr. Carvalho made the following statement: “This is a MDCPS and it will always be a MDCPS. If anyone wants to change that, they are going to have to come through me.” The NKC stakeholders have a well founded fear that Mr. Carvalho intends to punish NKC in perpetuity for the “Crime” of pursuing the supposedly legally protected activity of converting to a charter school. For this reason, the NKC stakeholders are deeply fearful that even if Mr. Carvalho replaces the present two NKC administrators, he will merely replace them with administrators who are as bad or worse than the present ones, and the punishment of NKC will continue. For this reason, the NKC stakeholders are asking that as a show of good faith, that Mr. Carvalho reinstate Dr. Alberto Fernandez as the NKC principal, and Mr. Henny Cristabol as the NKC assistant principal for the 2020-2021 school year.
The NKC stakeholders feel that NKC has suffered collective punishment of the students, parents, and staff for EIGHT YEARS for the “Crime” of attempting to become a charter school. The severely mentally retarded students of NKC, who played NO PART WHATSOEVER in the conversion attempt, have been punished the most severely. As I have stated over and over again, these students are being put at risk for an entirely preventable violent death or injury in two ways. The students are at risk for choking to death on their food at mealtimes due to what appears to be NKC principal Dr. Roos willingness to use choking incidents at mealtimes to file potentially career ending charges against staff who have incurred Dr. Roos displeasure. I have discussed this issue exhaustively in my blog. The second way Dr. Roos appears to put severely mentally retarded children at risk (again discussed thoroughly in my blog) is that she has allegedly physically assaulted an African American severely mentally retarded student. NKC parents fear that due to what appears to be Dr. Roos seemingly fragile mental health, more of these alleged incidents may occur in the future. Mr. Thomas, you and other educational bureaucrats may wish to touch base with Ms. Speights of the Miami DCF concerning this alleged incident. If it is determined that this incident occurred, or if MDCPS and/or NKC administrators made threats against the parent(s) of this child to intimidate that parent(s)into remaining silent, or if MDCPS regional superintendent Barbara Mendizabal , Dr. Roos, and/or Mrs. Alicia Fernandez falsified their reporting of this incident to DCF, the NKC stakeholders very strongly believe that the appropriate penalties need to be imposed, including termination of employment and loss of pension if appropriate. If an investigation reveals that superintendent Carvalho has violated the law, he should be removed from his post if this penalty is appropriate. Also, as my blog discussed in great detail, there are allegations that both Dr. Roos and Mrs. Alicia Fernandez cheated on the yearly achievement test given to the students of NKC. The name of that test is the Florida Alternate Assessment (FAA) Dr. Roos and Mrs. Alicia Fernandez received financial compensation for outstanding student performance on this test, so if it is determined they cheated, the penalties of job termination and loss of pension need to be imposed. Again, I have discussed this extensively in my blog. There is also the matter of Dr. Roos allegedly cursing on a Zoom taped lesson presented to NKC students in the spring of 2020. Both myself and at least one parent sent complaints about this to regional superintendent Barbara Mendizabal and Jimmie Brown at the Office of Professional Standards at MDCPS.
As you may recall, BOTH African American NKC parents and African American NKC staff refer to that unhappy place as a “Plantation.” As I described in great detail in both my blog and in correspondence to Mr. Dwight Thomas, the probability of one or more highly volatile and possibly violent physical confrontation occurring between African American staff and/or parents and one or both of the present NKC administrators is extremely high, especially in view of the heightened levels of stress everyone is under due to the seemingly fragile emotional fragility of both NKC administrators, the Covid-19 epidemic, and the uncertain economic future we all face.
There is a popular expression that I think applies to the present unhappy situation we all find ourselves in. Myself and the other NKC stakeholders feel that we have little or no power or influence over what happens to the severely mentally retarded children of NKC. The NKC stakeholders feel that the educational bureaucrats in MDCPS, in Tallahassee, and in Washington DC neither know or care what happens to severely mentally retarded students, the most vulnerable and at risk population there is. The saying that the NKC stakeholders hope you will consider is: “We can’t make you do the right thing, but we CAN (and will) make you wish you did.”
We are hoping the readers of this letter will not once again turn their backs on us and ignore us. The NKC stakeholders hope to hear from you soon, and we hope you will choose to protect the severely mentally retarded children of NKC. Again, I have a friend who publishes a Florida blog that reaches a million people a month. I will contact him if little or nothing is done to resolve the on-going crisis at NKC. If I am given a gag order, there are several other people who have access to everything I’ve written, and who will continue my work.
