Is Dr. Dotres Superintendency Too Weak To Protect An African American Custodian From Physical Assault By A WHITE Principal?

Dr. Dotres, YOU will be the one who answers that question. Dr. Tracy Roos, the Neva King Cooper (NKC) principal stands accused of physically assaulting Ms. Sabrina Crawley Cross to the extent that Ms. Crawley Cross went on workman’s compensation for the injuries she sustained from this alleged assault. An additional allegation against Dr. Roos in this incident includes someone at NKC allegedly filling out workman’s compensation forms on behalf of Ms. Crawley Cross, without the knowledge or consent of Ms. Crawley Cross. Still another allegation of wrongdoing stemming from this event is the allegation that Dr. Roos allegedly pressured NKC staff who did NOT witness this alleged physical assault into writing statements absolving Dr. Roos of all wrongdoing in this incident.

Yet another allegation of wrongdoing on the part of Dr. Roos is the allegation by Mr. Javier Ruiz Lopez that Dr. Roos allegedly attempted to deny Mr. Ruiz Lopez access to a workman’s compensation doctor for an injury Mr. Ruiz Lopez suffered at his worksite in the performance of his duties.

Yet another problematic situation involves the NKC security guard, who allegedly witnessed Dr. Roos alleged physical assault of Ms. Crawley Cross, and has declined to make a statement, due to fears of losing his job if he provides his testimony. Dr. Dotres, I have REPEATEDLY asked you to provide assurances to this man that he will NOT be retaliated against, should he choose to provide testimony as to what he observed on that day.

Dr. Dotres, if you have failed to provide assurances to this employee that he will not be retaliated against, should he choose to testify as to what he observed that day, NKC stakeholders may come to the conclusion that your intent is NOT to investigate this matter, but to intimidate the security guard into remaining silent, so this scandal can be swept under the carpet.

Dr. Dotres, given the fact that I have heard NOT A SINGLE WORD from you, despite several emails, is it possible that your top aides are shielding you from what is going on in the school district you are supposedly in charge of? Dr. Dotres, is it possible that you are not even aware of the existence of many, many serious problems at NKC? Dr. Dotres, are you actually in charge of MDCPS, or are you just a figurehead?

Dr. Roos has also been accused of allegedly physically assaulting a severely mentally retarded African American child for the “crime” of inconveniencing Dr. Roos by forcing her to remain on school grounds one day a little later than her customary departure time.

Dr. Dotres, if Dr. Roos suffers a serious lapse of judgement, and physically assaults a minority child or staff person, and you relieve her of all duties the next day, would it be fair and accurate to say that you waited at least one day too long to carry out your contractual obligations? Dr. Dotres, if you allow physical assaults by MDCPS administrators against minority students and/or staff to go unpunished, would it be fair and accurate to accuse YOU of being a racist?

Your predecessor, Mr. Carvalho once terminated a school principal for the crime of dirty bathrooms. Dr. Dotres, do you consider the lack of physical safety for an African American custodian to be less of a problem than dirty school restrooms?

Dr. Dotres, your lack of action in removing Dr. Roos from the NKC campus in order to protect the most vulnerable children of all speaks volumes about your fitness to be the superintendent of the nation’s fourth largest school district.

If Florida Commissioner of Education Richard Corcoran is reading this post, perhaps he will relieve you of your duties until such time as a superintendent can be found who will protect severely mentally retarded African American children and African American custodians from alleged physical assaults by a WHITE school principal.

Is The Nation’s Fourth Largest School District A Criminal Enterprise?

Due to other obligations, I have been unable to post my March 31 email to Superintendent Dotres and Florida Commissioner of Education Richard Corcoran. I will post that email when I get the time.

A week ago, in front of one of the largest tv audiences of the year, Chris Rock was viciously physically assaulted and publicly humiliated in an unprovoked attack. Mr. Rock, realizing that he is a role model, and realizing that millions of young, impressionable people were watching, made a split second decision to take the high road and not retaliate. In sharp contrast to MDCPS, the authorities of the Academy Awards made the decision to send a swift and unmistakable signal that they have “a Zero tolerance for bullying.” At MDCPS, this is nothing more than an empty and laughable slogan. At MDCPS, bullying and even physical assaults by administrators against staff who often decline to report these assaults due to fears of termination of employment are rapidly increasing. Dr. Dotres, as the new MDCPS superintendent, you have a very narrow window of opportunity to either establish yourself as a fair but firm enforcer of the rule of zero tolerance for physical assaults by administrators against staff and children, or to turn a blind eye and pretend not to see what is plainly in front of you. If you blink now, it will be difficult or impossible to regain your authority as the MDCPS superintendent.

Mr. Rock, as a very wealthy and very powerful and well connected man, enjoys several privileges that enabled him to take the high road. His wealth insures the financial security of himself and his family. That wealth and fame also gives him access to very powerful attorneys. Mr. Rock knows the chances of further attacks by Mr. Smith are remote, given Mr. Rock’s wealth and power. Mr. Smith is NOT Chris Rock’s boss, and Mr. Rock has the luxury of never having to meet or deal with Mr. Smith again, if that is his choice

Not all people are as rich or as powerful as Chris Rock, People who do not share the privileges of Chris Rock have markedly fewer options available to them when physically assaulted. Ms. Sabrina Crawley Cross is a MDCPS custodian. A few months ago, Ms. Crawley Cross allegedly suffered an unprovoked physical assault at the hands of WHITE Neva King Cooper (NKC) school principal Dr. Tracy Roos. That alleged unprovoked physical assault was so savage that Ms. Crawley Cross was forced to go on workman’s compensation. Shortly after this alleged physical assault, Dr. Roos allegedly accused Ms. Crawley Cross of being a liar and allegedly taunted Ms. Crawley Cross by saying “Nobody in the district is going to believe you.” This taunt certainly appears to be true, as a few months have elapsed, Dr. Roos appears to have suffered NO ADVERSE CONSEQUENCES WHATSOEVER, AND MDCPS GIVES THE APPEARANCE OF CLOSING THIS INVESTIGATION AND TAKING NO FURTHER ACTION. Given the fact that this is the THIRD alleged physical assault by Dr. Roos against a minority person, it is difficult to draw any other conclusion other than that MDCPS permits physical assaults by WHITE administrators against minorities. This leads to a question. That question is: When minority students or minority staff report to MDCPS, have they given implied consent to be physically assaulted by WHITE school administrators? As the other two instances of Dr. Roos alleged physical assaults will be illustrated later on in this blog entry, the answer to that question appears to be an emphatic YES! YES! YES! Federal Law outlaws this kind of criminality. MDCPS accepts Federal funding, although it is blatantly defying Federal law. For this reason, I am hoping that both Federal and state funding for MDCPS will be terminated, until such time as MDCPS WHITE administrators are no longer allowed to physically assault minority students and staff with impunity.

I do not know whether Ms. Crawley Cross has returned to work yet. If she has and is back at NKC, this means that she reports daily to a woman who has allegedly physically assaulted her in the past. During her TEN YEAR REIGN as the NKC principal, Dr. Roos has taunted, humiliated, and threatened her staff at every opportunity. If possible, Dr. Roos does this in the presence of co-workers, to add to the shame and humiliation of her victim. She gives the appearance of deriving ENORMOUS pleasure out of doing this. As Ms. Crawley Cross is paid a very modest salary, and needs every dollar she is paid, she had no choice but to submit to Dr. Roos physical assault. If she is back at NKC, she has no choice but to submit to whatever additional emotional abuse Dr. Roos chooses to dish out. Please understand that in addition to the alleged physical assault, Ms. Crawley Cross suffered extreme humiliation and shame, as well as a loss of a considerable amount of prestige among her peers for not responding with violence against a physical assault by a WHITE woman that Ms. Crawley Cross (an African American woman) could probably have beaten to within an inch of her life, had she chosen to do so. There is the implied threat that MORE physical assaults by Dr. Roos against Ms. Crawley Cross will occur in the future, because as Dr. Roos accurately predicted, “Nobody in the District is going to believe you.” If Dr. Roos either snaps, or makes a conscious decision to again physically assault Ms. Crawley Cross, the fault will lie solely with YOU, Dr. Dotres, because whether deliberately or not, by allowing Dr. Roos to suffer few or no adverse consequences for her THIRD alleged physical assault against a minority person, you sent a very clear and loud message to both Dr. Roos and every other MDCPS administrator that if an administrator physically assaults a minority student or staff member, Dr. Dotres “has their back.” Dr. Dotres, if Ms. Crawley Cross is forced to work under the “care” of Dr. Roos, you need to know that Dr. Roos will deliberately shame, bully, and humiliate Ms. Crawley Cross every time the opportunity presents itself. Also, given the fact that YOU Dr. Dotres give the appearance of tolerating physical assaults by a WHITE principal against a minority custodian, doesn’t that make NKC a “Plantation?” If this abuse is happening in other MDCPS, would it be fair an accurate to say that the nation’s fourth largest school district is a “Plantation?” If Dr. Roos is allowed to physically assault both minority students and staff with virtual impunity, doesn’t that make her a “Plantation Overseer?” Does Dr. Roos have your blessing to have the minority employees of NKC address her as “Massa” (i.e master)? If you allow Dr. Roos to physically assault minority staff and students while you turn a blind eye, doesn’t that make not only Dr. Roos but YOU Dr. Dotres a racist?

If Ms. Crawley Cross has been transferred to another school, her situation is only marginally improved. Dr. Dotres, as I said before, by making the choice to NOT punish Dr. Roos for her alleged THIRD physical assault against minorities, you have sent a very clear an unmistakable signal that the new superintendent has “got the backs” of administrators who physically assault minority students and/or staff. As Dr. Roos astutely observed “Nobody in the district is going to believe you,” so if Ms. Crawley Cross is transferred to a new school, and is again physically assaulted there, it is possible that the MDCPS “see no evil, hear no evil” investigators will simply say that this is the second accusation Ms. Crawley Cross has made against a second administrator. Administrators who are predators will be aware of this vulnerability. I hope that if Ms. Crawley Cross is at a different school, she is lucky enough to have increasingly rare administrators who are decent human beings. This is not to say that there are not honorable school site administrators. Having said that, the number of predatory school administrators has increased markedly over the last several years. A superintendent who wishes to do more than just draw a large salary and be fawned over will make it his/her business to weed out predatory administrators when they violate the law.

If the investigation of Dr. Roos allegedly physically assaulting Ms. Crawley Cross has been closed, the NKC stakeholders very strongly wish for it to be reopened. It would be very helpful if Dr. Roos could be immediately removed from NKC during the investigation. I say this because a second person, I think it was the NKC security guard (Ms. Crawley Cross can tell you who the second person who observed the incident is) observed this event. He is a recent hire, and he is allegedly fearful of losing his job if he is honest about what he saw. (Having dealt with the Office of Professional Standards (OPS), the MDCPS police, and other MDCPS officials myself, I can tell you his fears are justified. MDCPS investigative officials give the appearance of wanting to shield administrators from the consequences of their wrongdoing, and then punish whistleblowers.) This person will be more likely to accept an invitation to testify as to what he saw if Dr. Roos is removed from campus. Dr. Dotres, if finding the TRUTH of what happened on that day is important to you, you could provide this person with your personal contact information, and tell him to contact you if he suffers any retaliation from MDCPS as a result of his testimony. There are two additional allegedly illegal things Dr. Roos did after she allegedly attacked Ms. Crawley Cross. First, although Ms. Crawley Cross never filled out workman’s compensation forms, somebody at NKC, without Ms. Crawley Cross knowledge or permission, filled out those forms. Therefore, a good deal of the information on those forms is probably incorrect. If it is illegal to fill out workman’s compensation forms without the permission or knowledge of the victim, could it be determined who the person was who filled out those forms, and who gave the order that those forms be filled out? If this is illegal, can the maximum penalty be imposed for that offense, even if it means a loss of pension, in addition to termination of employment?

Also, although only 2 people actually witnessed this alleged physical assault, Dr. Roos allegedly pressured/threatened NKC staff who did NOT observe the event into writing false statements, absolving Dr. Roos of all guilt. Can this be investigated? If it turns out to be true, can the maximum penalties by applied against Dr. Roos for tampering with evidence?

If it is possible, can you also please reopen the alleged cheating scandal investigation against Dr. Roos and Ms. Alicia Fernandez for alleged cheating on the Florida Alternate Assessment (FAA). My blog, mdcpsallegations.com discusses this in great detail. A baseline of many years of student performance under Dr. Roos predecessor (Dr. Alberto Fernandez) shows a baseline of very poor performance over a span of several years. When Dr. Roos became the school administrator, student performance skyrocketed to statistically improbable levels. Dr. Roos received financial rewards for this astonishing increase in student performance. My accusation was that Dr. Roos and the assistant principal Ms. Alicia Fernandez erased some of the penciled in incorrect answers on the answer sheets and then penciled in the correct answers to enhance student scores. Can those penciled in answer sheets be reexamined for erasure marks? When I brought this matter before the Florida Dept. of Education, they allowed MDCPS to conduct its own investigation, with no state supervision, and MDCPS fully exonerated Dr. Roos. If a reopened investigation reveals cheating by Dr. Roos, can the penalty of both termination of employment and loss of pension by applied to Dr. Roos?

One of Dr. Roos other alleged physical assaults involved a Profoundly Mentally Handicapped (PMH) African American child who was returned to NKC very late in the afternoon because there was no one home to escort the child when the bus arrived at his bus stop at the end of the day. When the two bus drivers on that bus returned the child back to NKC to the “care” of Dr. Roos, the two bus drivers allegedly observed Dr. Roos physically assault the boy for the “crime” of inconveniencing Dr. Roos by making her stay at NKC past her customary departure time. Both bus drivers wrote up and submitted all of the appropriate paperwork describing what they observed. Somebody at MDCPS applied a great deal of pressure against those two bus drivers, and forced them to drop the matter. I went to Child Protective Services and gave them an in-depth briefing as to names, dates, times, contact information, etc. They ruled that the event never happened. The mother of this child (Tadarian Williams) threatened to sue MDCPS over the incident. She very quickly dropped the matter.

Dr. Dotres, I want to submit a hypothetical situation to you. Suppose a person such as myself were to be in contact with an indepentent, free lance investigative reporter who has all the information I have given you. Suppose this investigative person were to be in contact with the two silenced bus drivers, and he/she knows who from MDCPS silenced them. Suppose this investigative person was also in contact with the mother, who had supplied him/her with the names of the MDCPS officials who had silenced her? Is this information you would want coming into public knowledge? Did MDCPS and Child Protective Services conspire and work together to kill the investigation of child abuse by Dr. Roos? Dr. Dotres, is this something you want an investigative reporter to be looking into? Is it possible that Dr. Roos has become too big of a liability for MDCPS to protect? The NKC stakeholders are NOT interested in Dr. Roos receiving a slap on the wrist for her TEN YEARS of egregious violations. If termination of employment AND loss of pension are appropriate penalties, that is what needs to be applied.

Dr, Roos other alleged assault victim was a Hispanic SOCIAL WORKER!!! This person was not a UTD member. Her only other hope for redress for her alleged physical assault at the hand of Dr. Roos was OPS. Dr. Dotres, a SOCIAL WORKER had so little confidence in OPS to conduct a fair investigation, and then not retaliate against her for being a whistleblower THAT SHE NEVER REPORTED THE PHYSICAL ASSAULT AGAINST HER!!! Dr. Dotres, if a SOCIAL WORKER does not trust the reliability of OPS, what does that tell you about the reliability of OPS to investigate wrongdoing by MDCPS administrators? Dr. Dotres, I am afraid I have some bad news for you. This social worker is now retired. MDCPS has no power to intimidate her. What if the investigative reporter were to be in contact with this social worker? Do you suppose this social worker might be able to provide a vivid description about both Dr. Roos assault and the reasons she did not trust OPS enough to report the incident?

There is also the matter of the failure of OPS to investigate or punish Dr. Roos for her alleged cursing during a Zoom presentation in the spring of 2020. Although both myself and at least one parent supplied OPS with written complaints about this incident, we heard not a single word from OPS on this matter. If MDCPS has somehow “lost” this Zoom tape, (wink, wink) do not worry. The NKC stakeholders have two copies of that tape. Dr. Dotres, do you suppose an investigative reporter might have an interest in that tape?

In my blog, I discussed an incident where Mr. Rick Massa (now retired, and therefore able to speak freely), inadvertently set himself up for potentially career ending charges. This involved Mr. Massa’s administration of the yearly high stakes achievement test given to PMH students. (the FAA) As only a few copies of test materials were given to the school, teachers were not able to administer school wide tests over a range of a few days. Instead, one teacher would test all of the students in his class, and them give the testing materials to the next teacher to use. Mr. Massa inherited the testing materials from a first year teacher who had just finished administering the test to his class. As the test can be bewildering, the first year teacher had penciled in all of the correct answers when he handed over those testing materials to Mr. Massa. Mr. Massa, knew that both Dr. Roos and assistant principal Alicia Fernandez were looking for any excuse to terminate his employment, so when he received the testing materials with the penciled in correct answers, he went to Ms. Fernandez office and showed her the materials with the penciled in correct answers. Another young teacher who did not have tenure was in Ms. Fernandez office and overheard the discussion between Mr. Massa and Ms. Fernandez. Ms. Fernandez assured Mr. Massa that she understood, that Mr. Massa would not be held accountable for the condition of the testing materials, and told Mr. Massa to begin administering the test to his class. Mr. Massa then began testing his students. Twenty minutes later, Ms. Fernandez used her master key to enter Mr. Massa’s classroom, quietly observed him for a few minutes, and left, without saying a word. Three days later, on a Friday afternoon, five minutes before teachers were to be dismissed for the weekend, Mr. Massa was summoned to Dr. Roos office where Ms. Fernandez announced that she was filing potentially career ending charges against Mr. Massa, because she had caught him “cheating” of the FAA test, because she had “caught” him with penciled answers in the testing materials. Mr. Massa filed a lawsuit against MDCPS. When he approached the untenured teacher and asked if she would testify as to what she overheard in Ms. Fernandez office, the untenured teacher became extremely upset. She told Mr. Massa that she had three kids at home to feed, and if she testified on behalf of Mr. Massa, she would be terminated from employment.

Dr. Dotres, I am telling you this story to let you know that at NKC, getting teachers fired or hastily transferred to other schools was a sport that both NKC administrators played. At NKC, the danger is not that if you break the tiniest rule, you will be terminated. The reality is that even if you dot every “I” and cross every “t”, if the NKC administrators can lie and frame you for a crime you never committed, you are history. This is a sport Dr. Roos continues to play to this day.

I worked under Dr. Roos for 3 years. Every day when I reported to work, I wondered if I might be in jail on trumped up charges before the day ended. After I retired, my wife told me that she would not speak to me for an hour after I came home from work, just to give me time to decompress.

Another teacher, who was an outstanding teacher and a former teacher of the year award winner suffered an acute anxiety attack at work one day that was so severe that paramedics had to be called. This teacher never had an anxiety problem prior to the arrival of Dr. Roos. Dr. Roos, who never misses an opportunity to publicly humiliate a staff member, waited until the very last day of school that year (a teacher workday) to humiliate this outstanding teacher. Dr. Roos called a MANDATORY faculty meeting. She then began distributing small trophies and citing why each teacher was getting the award. The staff immediately smelled a rat, because Dr. Roos NEVER has a pleasant thing to say to anyone. Every staff member got an award….except for the teacher who suffered an acute Dr. Roos induced anxiety attack. The entire staff left that mandatory faculty meeting feeling like they had been slimed by Dr. Roos, which of course they were.

It is odd that Dr, Roos chose to humiliate this teacher for an emotional meltdown, given the fact that once during a faculty meeting Dr. Roos went into an uncontrollable crying jag, accusing the staff of disloyalty to both her and the children of the school. As a result of this incident, a letter was written describing Dr, Roos emotional meltdown at a faculty meeting and signed by two thirds of the NKC staff and sent to OPS. We asked that Dr. Roos be relieved of her duties as the NKC principal. Dr. Dotres, I think you know the outcome. As with every correspondence I have sent to MDCPS, including 3 emails to you, the response was total silence. Not. A. Single. Word. While I hope I am wrong, my guess is that is going to be your response to this blog entry. Perhaps when mainstream media is no longer able to sweep this scandal under the carpet, you will choose to be more communicative

Mr. Javier Ruiz Lopez has filed a complaint with the Department of Education Civil Rights division against MDCPS for Dr. Roos refusal to allow him to see a workman’s compensation doctor following his on the job injury last fall at NKC. This is clearly illegal. I am asking you to investigate Dr. Roos for this offense. When Mr. Ruiz Lopez went over Dr, Roos head to Dr. Roos boss to get permission to see a doctor, Dr, Roos was the first to begin screaming at Mr. Ruiz Lopez. When Mr. Ruiz Lopez, who was in very great pain, began screaming back at Dr. Roos, she filed a charge of insubordination against him. I am asking you to both dismiss this charge against Mr. Ruiz Lopez, and to issue him an apology for the inexcusable behavior of Dr. Roos.

Dr. Dotres, I am issuing a few challenges to you. My first challenge is that you allow the NKC staff to submit ANONYMOUS descriptions to your office as to what they have experienced FOR TEN YEARS under Dr. Roos. I guarantee you that what is described in my blog is merely the tip of the iceberg. The second part of my challenge is to compare both staff and parent satisfaction surveys and staff turnover rates both under Dr. Roos and her predecessor as the NKC principal, Dr. Alberto Fernandez. My guess is that Dr. Roos has for several years had a very high percentage rate of staff turnover and staff/parent satisfaction survey that is very low.

Dr. Dotres, did you know that MDCPS at one time rated the previous NKC administrator, Dr. Alberto Fernandez as the single most effective administrator in MDCPS? I challenge you to look at Dr. Fernandez staff/parent satisfaction surveys. The third part of my challenge to you is to reinstate Dr. Fernandez as the NKC principal when you have removed Dr. Roos from this post. The NKC stakeholders hope you will remove Dr. Roos from the NKC campus just as quickly as possible. The greatest fear of NKC stakeholders is that you will choose to continue to punish NKC (for the “sin” of attempting the supposedly legally protected activity to convert from a public school to a charter school) by appointing a new principal who is as bad or even worse than Dr. Roos. If you choose to return Dr. Alberto Fernandez to his post as the NKC principal, you will send an unmistakable signal that MDCPS TEN YEAR LONG war against NKC is finally over. Dr. Dotres, you can afford to be generous here. MDCPS illegal smashing of NKC’s conversion attempt was so nakedly brutal that neither NKC or any other MDCPS will ever again attempt to convert to a charter school. MDCPS has made it abundantly clear that although other Florida public schools have converted to charter schools, MDCPS is powerful enough to thumb its nose at Florida law. We understand that any further attempts by a MDCPS to convert to a charter school will be crushed like a bug under a shoe heel. All of the “troublemakers” such as myself who supported this conversion effort have been bullied/muscled into either early retirement, or a transfer to another school. I want to caution you that although MDCPS is powerful enough to successfully thumb its nose against Florida charter school conversion rules, it is NOT powerful enough to thumb its nose against FEDERAL laws which prohibit physical assaults by WHITE school officials against minority severely mentally retarded children and minority staff.

Dr. Dotres, I have a final request of you. Given the fact that MDCPS illegal smashing of NKC’s charter school conversion attempt destroyed the careers of both principal Alberto Fernandez and assistant principal Mr. Henny Cristobol, I am wondering if MDCPS would be willing to write each of them a letter of apology?

Whether you know it or not, you have heated up the already dangerous level of tension at NKC several notches. The worst thing you can do to very desperate people who are nearly at the end of their rope is to temporarily give them hope, and then to dash that hope. When you became the MDCPS superintendent, NKC parents who fear Dr. Roos will physically assault their severely mentally retarded children with impunity thought that Dr. Roos alleged assault of the African American custodian would result in you doing your job and removing Dr. Roos as the NKC principal. However, when you made the decision to fold like a cheap suit and allow Dr. Roos to remain as the NKC principal, you dashed their hope. The very, very unhappy NKC parents now realize that you don’t intend to lift a finger to protect the most vulnerable children of all against a principal who gives the appearance of being deeply prejudiced against minority children, very emotionally unstable, and very angry, with very poor impulse control.

Dr. Dotres, I am not naive enough to think that you will make these changes just because those changes are in the best interest of profoundly mentally handicapped children. My hope is that you are smart enough to see that failure to protect these children will result in the loss of your job in the near future. When “the bad stuff hits the fan.” you are going to find yourself munching on a manure sandwich, minus the bread.

I am writing to you about a recent video that is now nationwide news. It involves a WHITE teacher (Colin McNally) physically assaulting an African American 14 year old child in a New York City public school.

Dr. Dotres, can you imagine the intense pressure the NYC school superintendent is under as a result of that physical assault? I ask this question because myself and the stakeholders of Neva King Cooper (NKC) are working with Black Lives Matter (BLM) to bring to media attention the fact that WHITE school principal Dr. Tracy Roos of Neva King Cooper School is currently accused (with documented proof) of allegedly physically assaulting an African American custodian (Ms. Sabrina Crawley Cross) and allegedly denying Hispanic teacher Javier Ruiz Lopez permission to see a physician after being injured on the job.

In the past, Dr. Roos has allegedly physically assaulted A PROFOUNDLY MENTALLY HANDICAPPED AFRICAN AMERICAN CHILD, (again with witnesses) and a Hispanic SOCIAL WORKER who had so little confidence in MDCPS authorities to either properly investigate this incident or to protect her from retaliation for reporting this incident that she declined to file a report of this incident. She is a retired MDCPS employee, should an investigative reporter wish to hear her side of the story. If any MDCPS authority has taken the time to read my blog, you will realize that this is just the tip of the iceberg regarding the egregious offenses Dr. Roos has allegedly been guilty of.

Dr. Dotres, my guess (as a ten year former UTD building steward) is that the problem of school administrators physically assaulting school employees is systemic throughout MDCPS. As school board employees no longer get tenure, and can be easily dismissed by school administrators, and as UTD president Karla Hernandez Mats gives the appearance of having little or no interest in enforcing the contract, school employees who are physically assaulted by school administrators know that to file a grievance for this means termination of employment, as both UTD and MDCPS authorities give the appearance of actively supressing all wrongdoing by MDCPS administrators.

Dr. Dotres, whether you know it or not, you are sitting on top of a smoldering volcano that is about to blow.

Do you remember Harvey Weinstein, the legendary Hollywood mogul? For many years, he was above the law and free to physically assault women. He is now in prison, where he will probably remain for life. While the NKC stakeholders hope we are wrong, we suspect that YOU Dr. Dotres suffer from the same arrogance and hubris of Harvey Weinstein. Given the choice of using your authority as the MDCPS superintendent to do a VERY badly needed in-house cleaning, or waiting until bad publicity forces the state of Florida to step in and clean up your mess for you, the NKC stakeholders fear you will choose the latter option.

If the NKC stakeholders and BLM are successful in bringing the alleged crimes of Tracy Roos to the attention of the media, the state of Florida will have no choice but to do an in-depth investigation of MDCPS, and hopefully to place the nation’s fourth largest school district under state supervision until such time as a superintendent can be found who will enforce both Federal and state laws.

A MDCPS WHITE School Principal Has Allegedly Physically Assaulted An African American Mentally Retarded Student And Several Minority Faculty

Hello, Dr. Dotres, and welcome to MDCPS. My name is Bill Detzner. My blog is mdcpsallegations.com I am writing to you about Dr. Tracy Roos, the WHITE school principal of Neva King Cooper (NKC) who has allegedly physically assaulted a Severely mentally retarded African American child, and several African American and Hispanic faculty members. Dr. Roos has been “investigated” several times by MDCPS, and has been absolved of guilt, over, and over, and over. even though numerous witnesses have filed detailed descriptions of Dr. Roos many alleged physical assaults.

African American and Hispanic parents DEEPLY dislike Dr. Roos, but they are afraid that if they lodge formal complaints against Dr. Roos with the MDCPS authorities, Dr. Roos will retaliate by physically assaulting their severely mentally retarded child, and the MDCPS authorities will turn a blind eye to this violence. This tolerance of blatant and overt violence against minorities by the MDCPS authorities is very similar to “the bad old days” when African American parents who insisted that their children receive a high quality education were bullied and intimidated into silence with a burning cross on their front lawns. It is a very cruel joke that MDCPS claims it has “a zero tolerance for bullying.”

The NKC stakeholders would like for Dr. Roos to be immediately and permanently removed as the NKC principal. If probable cause is found, the NKC stakeholders are hoping Dr. Roos will be terminated as a MDCPS employee. The NKC stakeholders are hoping that Dr. Alberto Fernandez will be reinstated as the NKC principal. He served as the previous NKC principal with great distinction. At one time, he was rated as the most effective principal in MDCPS.

As the NKC stakeholders have no confidence in MDCPS to put an end to the ten-year on-going RAPE of NKC, we are actively recruiting Black Lives Matter (BLM) to intervene on behalf of the NKC stakeholders.

I am going to post this email on my blog, so I will have proof that you as the MDCPS superintendent have been made aware of the EXPLOSIVE situation that exists at NKC.

The Ten Year Ongoing Rape Of Neva King Cooper School

Hello, Ms. Santos. My name is Bill Detzner. As Neva King Cooper (NKC) School is in the district you represent, I am asking you to share this email with the new MDCPS superintendent. While you as a school board member lack the authority to dismiss school principals who violate Federal, Florida, and MDCPS rules and policies, I am asking you to send a written recommendation to the new superintendent to terminate NKC principal Dr. Tracy Roos as a MDCPS employee. I am also asking you to refer the new school superintendent to my blog mdcpsallegations.com

I will publish this email in my blog, so that it cannot be denied that all MDCPS authorities (including the new school superintendent) are fully aware of the alleged physical assaults of both minority children and staff by MDCPS principal(s) and staff.

Dr. Roos is currently under investigation for allegedly physically assaulting African American NKC custodian Sabrina Crawley Cross (who went on workman’s compensation and had to get a shot to relieve the pain in her back as a result of this alleged physical assault.)

Dr. Roos is also currently under investigation for allegedly refusing to allow Hispanic teacher Mr. Javier Ruiz Lopez to see a workman’s compensation doctor when he was injured on the job in the performance of his duties. The NKC stakeholders have seen this nightmare movie over, and over, and over during the ten year ongoing rape of NKC. Myself and the NKC stakeholders believe that the internal investigative MDCPS bodies will absolve Dr. Roos of all guilt for both of these current egregious violations, and she will again, and again, and again continue to allegedly physically assault both African American and Hispanic staff and Profoundly Mentally Handicapped African American children.

As I discussed in great detail in my blog, Dr. Roos also allegedly physically assaulted a Profoundly Mentally Handicapped African American child. She was (yet again) absolved of all guilt by the internal investigative bodies of MDCPS for this alleged physical assault, even though two MDCPS employees provided written statements as to what they observed.

As the African American parents and staff of NKC refer to that unhappy place as a “Plantation,” and as both myself and the NKC stakeholders have zero confidence in either yourself (Ms. Santos), or the new school superintendent, or the school board to take any action to clean up the mess left by departing superintendent Alberto Carvalho, we are actively recruiting Black Lives Matter (BLM) to clean up MDCPS ten year ongoing policy of allowing physical assaults by MDCPS principal(s) and other staff against African American Profoundly Mentally Handicapped children and African American and Hispanic staff.

As I discussed in great detail in my blog, a Hispanic SOCIAL WORKER was also allegedly physically assaulted by Dr. Roos. This SOCIAL WORKER had so little confidence in the internal investigative bodies of MDCPS to either investigate this alleged incident, or to protect her from reprisals by MDCPS for reporting this incident that she chose to remain silent. If a Hispanic SOCIAL WORKER lacks the confidence to report an alleged physical assault by the WHITE school principal, what does that tell you about the culture of deep fear that appears to have been deliberately cultivated in the nation’s fourth largest school district?

BLM has both deep pockets and powerful political connections. Also, Miami media may no longer be willing to remain silent about what appears to be rampant racism in MDCPS now that Superintendent Carvalho is gone.

Ms. Santos, if you have higher political aspirations for yourself in the future, bleating that you lack the authority to terminate Dr. Roos may not be enough to spare you from some highly unflattering media press coverage and pressure brought about by BLM. To protect yourself, you might want to share this email and my blog information with the new superintendent and send him a written memo recommending that NKC principal Dr. Tracy Roos be terminated as a MDCPS employee.

You might also ask the new superintendent to consider immediately removing Dr. Roos from the NKC campus, as her presence on campus may put African American Profoundly Mentally Handicapped children and African American and Hispanic staff at risk for physical assault.

Ms. Santos, many NKC minority parents have stated that they are very unhappy with Dr. Roos being the NKC principal. They have also stated that they fear that if they complain about Dr. Roos (who is WHITE) to MDCPS authorities, Dr. Roos will physically assault their Profoundly Mentally Handicapped children, with virtual impunity. That sounds very much like THE BAD OLD DAYS when African American parents who complained that their children were not receiving a quality education were intimidated with a burning cross on their lawns.

While we are hoping we are wrong, myself and the NKC stakeholders fear the new school superintendent will continue Alberto Carvalho’s practice of allowing blatant and overt racism against both minority children and staff to go unpunished.

An Email To Los Angeles School Board Members

I sent this email on January 17, 2022 (the day we celebrated the Martin Luther King Holiday) to all members of the Los Angeles school board. Those members are: George McKenna, Monica Garcia, Scott Schmerelson, Nick Melvoin, Jackie Goldberg, Kelly Gonez, Tanya Ortiz Franklin, and Jefferson Craig. The title of my email is: “Is Alberto Carvalho a Racist?”

Dear Los Angeles school board members,

Hello. My name is Bill Detzner. My blog is mdcpsallegations.com I am a retired Miam Dade County Public Schools (MDCPS) teacher. Mr. Alberto Carvalho, who was hired to become the Los Angeles School Superintendent, gives the appearance of allowing overt and blatant racism, including an alleged physical assault by a school principal against a Severely Mentally Retarded African American child, and physical assaults by this same principal against both African American and Hispanic staff.

I am going to contact both the Los Angeles Times and various Los Angeles independent/underground news outlets, and make them aware of this information. I am also going to publish this email on my blog.

I want to leave a paper trail, so that if allegations of racism against Los Angeles minority students and staff by Superintendent Alberto Carvalho occur, Board of Education members will not be able to deny that prior to hiring him, the Board of Education was aware of the NUMEROUS allegations of physical assaults against both African American Severely Mentally Retarded children and African American and Hispanic staff that were tolerated without negative consequences to those who allegedly perpetrated these actions during the tenure of Alberto Carvalho as the MDCPS Superintendent.

An Alleged Physical Assault by Dr. Roos Against An African American Custodian

Note: This is the report of the alleged physical assault submitted by the alleged victim of that assault.

November 16, 2021

Dear Ms. Garcia,

Hello. My name is Sabrina Crawley Cross. I am a custodian at Neva King Cooper Educational Center. (NKC) This school is a center exclusively for Profoundly Mentally Handicapped students. I want to make you aware of a situation that occurred on November10, 2021, between 12:45 and 1:15 PM.

An upset student ran out of his classroom and into the bus loading area. The school principal, Dr. Tracy Roos, the assistant principal, and a teacher were attempting to calm this extremely upset student. I attempted to assist in this effort. At that point, the school principal, Dr. Tracy Roos began shouting at me in a disrespectful and abusive manner. Dr. Roos then used her hand to shove me very hard in my back. Dr. Roos shoved me so hard that I was in a lot of pain that weekend. As a result of Dr. Roos shoving me, I am now on workman’s compensation and a medical person gave me a shot to relieve the pain in my back.

Two people witnessed Dr. Roos shouting at me and pushing me in my back. Those two people are bus aide Sandra Welch Slaton who has agreed to write a statement about what she saw, and NKC security person Mr. Leon Mitchell. Mr. Mitchell is a recent hire who is afraid that if he writes a statement about what he saw, Dr. Roos will retaliate against him. Would it be possible for the Miami Dade County Public Schools police to get a statement from Mr. Mitchell about what he saw? Would it be possible for you, Ms. Garcia to give your email and phone number to Mr. Mitchell and tell him to contact you if Dr. Roos retaliates against him for telling what he saw?

When this incident happened, I reported it to Mr. Darwin Brown, who is the United Teachers of Dade steward for our school.

Ms. Garcia, I am asking that the cameras be reviewed to see if they show Dr. Roos pushing me in my back. A few years ago, Dr. Roos was accused of physically assaulting an African American Profoundly Mentally Handicapped student of this school in the bus loading area. The camera footage of this event mysteriously disappeared, and I am worried that MDCPS will also destroy camera evidence of Dr. Roos pushing me in order to protect Dr. Roos.

I am also concerned that the school secretary, and not me was the person who wrote the report that went to workman’s compensation. I was not given a copy of this report, and I have no idea what was written in this report. Can you please provide me of a copy of this report?

Although only the bus aide and the school security officer witnessed this incident, Dr. Roos has allegedly asked Neva King Cooper School employees who weren’t even there to write statements saying Dr. Roos did not push me. Ms. Garcia, can you please do an official investigation with the MDCPS police and ask the employees of this school if Dr. Roos asked them to write statements? If this happened, can you please provide me with copies of these statements?

After using her hand to shove me very hard in my back, Dr. roos shouted at me, “Come here. Come here. I’m your boss. You come when I’m calling you.”

Dr. Roos followed me into Room 10. Dr. Roos then said,” I didn’t push you.” Then Dr. Roos changed her mind and said, “I didn’t push you very hard. I didn’t push you, I just touched you. If you are upset, I apologize. Do you accept my apology?” Dr. Roos then told me, “Everyone in the District knows you are a liar.”

Ms. Garcia, I have sent both you and Dr. Roos emails, and neither one of you has responded to my emails. I am asking you to respond to this email in writing.

Will Bad Publicity Ruin Mr. Carvalho’s L.A. Superintendency?

Hello Commissioner Corcoran and Mr. Carvalho. My name is Bill Detzner. I am going to post this email on my blog(mdcpsallegations.com) I am writing this email not because I have any hope that the two of you will act to protect Profoundly Mentally Handicapped (PMH) children, but to leave a paper trail, so that “when the bad stuff hits the fan,” neither one of you can claim you weren’t fully appraised of the abuses that occurred during your watch. This is a follow up to the email I sent both of you yesterday (“Is the Nation’s Fourth Largest School District Plagued With Systemic Racism?”)

The embattled Neva King Cooper (NKC) principal Dr. Tracy Roos is currently being investigated for TWO egregious violations. The first violation is Dr. Roos alleged physical assault of African American custodian Sabrina Crawley Cross. It is also alleged that Dr. roos pressured NKC staff who did NOT witness this alleged physical assault on Ms. Crawley Cross to write false statements absolving Dr. Roos of blame. The second charge Dr. Roos is being investigated for is her alleged refusal to allow a Hispanic employee, Mr. Javier Ruiz Lopez to see a doctor after Mr. Ruiz Lopez was injured on the job while performing his duties. During her troubled ten -year tenure at NKC, Dr. Roos has been investigated over and over and over by MDCPS, and in the face of overwhelming evidence of her guilt, let off the hook time after time by the corrupt MDCPS internal investigations. The NKC staff, parents, and children have seen this movie over and over and over and we know how these present two incidents are going to end. Dr. Roos will once again be let off the hook and her alleged physical assaults against NKC African American staff and African American Profoundly Mentally Handicapped children will continue.

The NKC stakeholders are taking the following actions as low-level staffers from both of your offices might, or might not read this email. 1) We are going to enlist the help of both BLM and the NAACP. Given the fac that neither one of you have lifted a finger to protect PMH children from alleged physical assault by Dr. Roos, these two organizations are going to clean up your mess for you. Hopefully, they will “tear out a new one” for both of you. They have both the political and financial resources to ensure that highly unflattering stories about both of you appear in the media. Hopefully, the end result will be that both of you get fired and are disgraced. Mr. Carvalho, you will soon become the Los Angeles (LA) superintendent. You have ruled MDCPS with an iron fist. You are greatly feared, but not respected. You are obeyed without question, due to the climate of intense fear you seem to have deliberately cultivated. Mr. Carvalho, what is going to happen when you are no longer the MDCPS superintendent? You will still be despised, but no longer feared. When BLM and the NAACP start printing very unflattering stories about you, and the school board begins taking heat, do you think the school board is going to back you up, or given the fact that they know “where all the bodies are buried” will they give you up to save their own skins?

You will hopefully be attacked from day one by the LA press (or possibly before even your first day on the job in LA) The NKC stakeholders are going to contact both the LA Times and small independent LA media regarding your performance here in Miami. We will concentrate most of our efforts on the small , independent LA media, as you probably do not yet have a stranglehold on what gets published about you in LA. Mr. Carvalho, if small, independent LA media begins publishing the things on my blog, the LA Times will have to either follow suit, or risk being scooped. If your strategy is to get a legal gag order against me, you are too late. Many other people now have complete copies of my blog. If I am given a gag order, I will fully comply. Several other people will continue to publish about the ten year, on-going rape of NKC.

I used to think it was only in NKC that African American mentally retarded students and African American and Hispanic staff were routinely allegedly physically assaulted by MDCPS administrators, but now I see that a 7-year-old African American mentally retarded girl has been allegedly physically assaulted by a MDCPS employee, and just like at NKC, the MDCPS investigative unit has attempted to sweep things under the rug.

Al, when you are in LA, and the BLM and the NAACP look up the mother of the African American profoundly mentally handicapped child who was allegedly physically assaulted at NKC, if MDCPS and/or Child Protective Services silenced this parent by threatening to place the child in a foster home unless the mother kept quiet about the affair, do you think this woman will continue to keep your dirty little secret? How about the two African American bus drivers who witnessed this alleged assault and were allegedly pressured into keeping silent? If MDCPS used threats to silence them, do you suppose they will keep your dirty little secret, when they know that BLM and the NAACP will protect them from retaliation by MDCPS? Al, do you suppose that might possibly open the floodgates? Do you suppose this might lead to MANY more African American and Hispanic students and staff coming forward to tell how they too were physically assaulted by MDCPS employees, while the MDCPS investigative units worked to threaten and silence them? Al, are you familiar with the term “house of cards?” Do you know what that term means? Perhaps an example will illustrate the meaning of this phrase.

During the 1980’s, the Houston school district, like many other urban school districts was plagued by falling graduation rates and achievement test scores. Then a miracle school superintendent appeared on the scene. His name was Dr. Rod Paige. Houston schools soon announced astonishing, hard to believe gains in both achievement test scores and graduation rates. They called it “The Houston Miracle.” Dr. Paige became an educational hero and was selected by President Bush to become the Secretary of Education. Just like you, Al, Dr. Paige was greatly feared, but not respected. When Dr. Paige relocated to Washington, D.C., the fear he imposed was gone, but not the widespread disgust he had cultivated. Al, do you remember what happened to Dr. Paige? Some Houston employees contacted a t.v. show called Sixty Minutes and they did an explosive piece on him that showed that “the Houston Miracle” was achieved by cooking the books. Dr. Paige quickly resigned his post in disgrace. Al, when you relocate to Los Angeles, do you suppose you might suffer a similar fate? (Hint: I am going to post this on my blog, and several independent LA media are being contacted, as a low-level staffer from your office MIGHT or might not take the time to read this email.)

Al, when BLM and the NAACP start causing unflattering stories about you to appear in the media, people are going to want to see evidence to back up those claims. Without supportive evidence, the narrative falls apart. So, the question is: Do the NKC stakeholders have the evidence to back up their claims? Let’s take the case of Dr. Roos allegedly cursing during a Zoom lesson. Although myself and at least one parent sent written reports to the MDCPS authorities (Office of Professional Standards), nothing was done. However, due to the fact that MDCPS has the only copy of that Zoom tape, it means MDCPS is off the hook. Am I right about this, Al? Well, no, MDCPS is NOT off the hook. You see, Al, the NKC stakeholders have copies (note that this is plural) of this Zoom tape. Al, do you suppose the NKC stakeholders also have a great deal of evidence to support the other claims of wrongdoing by Dr. Roos? Well, Al, if you knew how much evidence we have against MDCPS, you might not sleep very well at night. Al, it is entirely possible that your superintendent’s job in LA may either not happen at all, or be very short lived. Al, what happens if due to negative publicity, either the Florida Bureau of Investigation or the Federal Bureau of Investigation begins an investigation on you? There are rumors that you had an extramarital affair with a Miami Herald reporter. Perhaps that was an isolated incident. If it was not, if you had additional affairs, there is no telling what will remain hidden, and what will come to light, should you become the target of an investigation.

Al, what the terrified and bullied parents and staff of NKC would REALLY, REALLY like is an end to the ten-year persecution you have inflicted on NKC after you broke several state laws to illegally smash NKC’s attempt to investigate changing from a public school to a charter school. Your flagrant lawbreaking was brought out in DOAH 13-1492. Al, during your one and only visit to NKC after you illegally smashed the conversion attempt, you made the following statement: “This is a MDCPS, this will always be a MDCPS, and if anyone wants to change that, they are going to have to come through me.” Al, there are witnesses who are still at NKC who were present when you made that statement. Al, this may be difficult for you to understand, but African American parents of profoundly mentally retarded students and African American NKC staff are very, very tired of allegedly being physically assaulted by Dr. Roos, and then having MDCPS clear her of all charges in a sham investigation (or no investigation at all.)

NKC stakeholders are seeking two actions to to address this ten-year rape of the school. The first is the dismissal of Dr. Roos as a MDCPS employee, if probable cause is found. The NKC stakeholders will NOT be satisfied if Dr. Roos is merely shuffled off to another post, even if that new post is one where she has no contact with children. The second action NKC stakeholders would like to see is to have Dr. Alberto Fernandez restored as the NKC principal. Al, as you give the appearance of being a very vindictive man, the NKC stakeholders fear you intend to punish NKC in perpetuity, for the “crime” of pursuing the supposedly legal option of converting to a charter school. Appointing Dr. Fernandez back to the position you illegally removed him from would send a clear signal to NKC that the ten-year rape of NKC is finally over.

Al, do you get the idea that Dr. Roos has played you like a fiddle? Do you get the idea that the reason she keeps screwing up over and over again is because she has no respect for either you or your authority? Anyone can read my blog, and my guess is that far more people than you know have read this blog and lost all respect for you. Al, this blog would not even exist if it weren’t for the many, many screwups of Dr. Roos. Dr. Roos is the person who is making you look bad, and ruining your reputation. Some people are wondering if the reason you have taken no action against Dr. Roos during a ten-year span is because she is blackmailing you.

Mr. Corcoran, you have told me that as the Florida Commissioner of Education, you lack the authority to prevent a profoundly mentally retarded African American child from being allegedly physically assaulted by the principal of that school. Dick, if that statement is true, what justification is there for you to hold that position? Is your job merely to collect an obscenely generous salary, while catering to the whims and desires of the educational for-profit lobbyists? Dick, you served as a Florida legislator for several years. A Florida law was crafted that was so deceitful that it could have been made in North Korea. That law sternly states that Florida public school administrators are NOT allowed to interfere should a public school elect to convert to a charter school. The law then lays out all protected activities that are allowed, and all activities public school officials are forbidden to take to smash the conversion attempt. WHAT THE LAW DOES NOT DO IS TO PROVIDE ANY PENALTIES FOR PUBLIC SCHOOL OFFICIALS WHO BREAK THIS LAW. Dick, there is a term for this kind of law. This is called a “smoke and mirrors law.” It allows Florida legislators to give a sneaky monopoly to for profit companies to create charter schools, while denying this opportunity to public schools. Dick, I have heard it said that you are not the sharpest tool in the shed, but even YOU should be able to understand that a law that has no consequences for breaking that law is just a make-believe law. Dick, when you were a Florida legislator, did you vote for, or write, or sponsor this pathetic law?

As a result of this flim-flam, make believe law, Mr. Henny Cristobol, the assistant principal of NKC, and one of the finest educators and human beings I have ever met was hounded out of his career as a Florida educator. Florida schools lost a very fine educator as a result of this shameful law.

Dick, you say you are helpless to prevent the physical abuse of an African American profoundly mentally handicapped child. Let’s be honest, Dick. Is the reason you are unable to help this child due to the fact that my limited financial resources prevent me from making a political contribution to the right people? Dick, if I HAD been able to make a generous financial contribution, would you then have taken action to protect this extremely vulnerable child? Dick, if you are unable to protect this child, would you advise me to contact Nikki Fried or Charlie Crist, the Democratic candidates for the Governor’s Office? Dick, do you suppose those two people might be more motivated than you are to protect a severely mentally retarded African American child? Dick, you are not presently motivated to help this child. If BLM and the NAACP cause a number of unflattering stories to appear about you in the media, do you suppose that might increase your pathetic lack of motivation to help this African American severely mentally retarded child?

Just so you know: The NKC stakeholders are NOT looking for encouraging words from one or both of you. TELLING the NKC stakeholders you are investigating the matter will not work. TERMINATING Dr. Roos is what the NKC stakeholders are looking for (if cause is found.)

Al, you had no trouble very quickly terminating a school principal a few years ago for the crime of dirty bathrooms. The NKC stakeholders feel that Dr. Roos numerous egregious violations over a ten-year period far exceed dirty bathrooms.

Is The Nation’s Fourth Largest School District Plagued With Systemic Racism?

This is an email I sent to both Leonard Pitts and Superintendent Alberto Carvalho on January 9, 2022.

Hello, Mr. Pitts. Happy New Year to you and your family. My name is Bill Detzner. I retired after teaching school for 30 years in Miami Dade County Public Schools (MDCPS). The superintendent of MDCPS, Alberto Carvalho will soon move to become the superintendent of Los Angeles schools. The problem is that systemic racism and corruption appear to be deeply baked into MDCPS and it seems highly probable that the new superintendent will allow (or perhaps even encourage) the deep racism against both African American and Hispanic students and staff that has existed during the time Mr. Carvalho has been the MDCPS superintendent to continue. I am writing on behalf of the very frightened parents and staff of Neva King Cooper School (NKC) We are hoping you will write one or more newspaper columns exposing the racism going on in MDCPS. If you are unwilling to do this, we are hoping you will contact Superintendent Carvalho to express your concern about this issue. Mr. Carvalho’s contact information is 305-995-1430 or Superintendent’sOffice@dadeschools.net. The staff and parents of NKC would like to see principal Dr. Tracy Roos terminated as a MDCPS employee. Here are a few examples of the racism in MDCPS. Further information about all the examples given except the first example can be found in my blog mdcpsallegations.com. The first example can be accessed by searching for: ‘Family Planning to File Federal Lawsuit After They Say 7-Year-Old girl was Bullied & Injured By Teacher” by Ted Scouten from CBS Miami Channel 4. The story was released on January 7. The gist of that story is that a 7-year-old Mentally Handicapped African American girl was physically assaulted by her teacher resulting in a sprained arm. MDCPS investigated itself and (surprise, surprise) absolved itself of any wrongdoing. Now that this story has hit the Miami Herald, MDCPS is trying to backpedal and say the matter has not yet been dismissed, even though they previously dismissed it. If Jesus Christ Himself were to testify on behalf of a victim of racial violence by MDCPS, the school district would STILL absolve itself of all responsibility.

The second incident involves a profoundly mentally retarded African American student of NKC who was allegedly physically assaulted by Dr. Roos. The incident was observed by two African American bus drivers who submitted all of the paperwork of this incident to MDCPS investigators. Under alleged very heavy pressure by MDCPS, the two bus drivers dropped the matter. The mother of this child attempted to file charges against Dr. Roos . She very hastily ceased all efforts to do so. There are rumors that both MDCPS and Child Protective Services threatened to place this child in a foster home unless the mother dropped the matter.

The third incident involves Dr. Roos allegedly physically assaulting an African American custodian named Sabrina Crawley Cross. As a result of this alleged physical assault, Ms. Cross is on workman’s compensation. Dr. Roos is currently under investigation by MDCPS. Mr. Pitts, if I only had one dollar to my name, and that one dollar had to last me for the rest of eternity, I would bet that one dollar that MDCPS will (as it has done again and again with Dr. Roos) find her not guilty of the charges. Furthermore, although two people witnessed this incident, Dr. Roos allegedly pressured NKC employees who did not witness this incident to write statements absolving Dr. Roos of wrongdoing. I have made MDCPS aware of those alleged false statements.

The fourth incident involves a Hispanic teacher named Mr. Javier Ruiz Lopez. Mr. Ruiz Lopez was injured at NKC while performing his duties. In violation of Federal law, Dr. Roos allegedly refused to allow Mr. Ruiz Lopez (who was in great pain) to see a doctor until Mr. Ruiz Lopez went over Dr. Roos head and called Dr. Roos boss. When Dr. Roos was ordered by her boss to allow Mr. Ruiz Lopez to see a doctor, she summoned Mr. Ruiz Lopez to her office, and began screaming very insulting and hateful things at him. Mr. Ruiz Lopez also shouted at Dr. Roos. When Mr. Ruiz Lopez returns from workman’s compensation, he faces having a letter of reprimand placed into his file by Dr. Roos. Dr. Roos is also under investigation for this matter. (and will almost certainly be cleared by MDCPS)

The fifth incident involves a Hispanic SOCIAL WORKER. This woman was summoned to Dr. Roos office. Dr. Roos was allegedly SCREAMING very hateful and insulting things at this woman, who was staring at the floor, with her head bowed. Dr. Roos allegedly seized this woman’s jaw, jerked it upwards until the woman was looking into Dr. Roos eyes, and allegedly screamed, “You look at me when I’m talking (screaming) to you.” This woman was not a member of the union, so she could not file a grievance through the union. Her only other option was to file a complaint with the internal investigative body of MDCPS. She never reported the incident. Mr. Pitts, what does it tell you when a SOCIAL WORKER does not have enough confidence in MDCPS to report a physical assault?

The sixth incident involves two African American employees. One is a teacher’s assistant (para-professional) The other is a custodian. Shortly after the paraprofessional returned from an emergency leave after her daughter was brutally murdered while her five-year-old grandson was at home, Dr. Roos allegedly ordered the custodian to deliver a threat from Dr. Roos to this grieving grandmother. The threat was that Dr. Roos was considering an involuntary transfer of the grieving grandmother to another school. This caused such an uproar that Superintendent Carvalho personally phoned the grieving grandmother to tell her Dr. Roos would not be allowed to carry out her threat. THAT IS THE ONLY THING SUPERINTENDENT CARVALHO DID. At the time, Dr. Roos was a candidate for the prestigious Principal of the Year Award. Superintendent Carvalho could have withdrawn Dr. Roos as a candidate for this award, to show that hateful actions against African American employees would not be tolerated. By not taking this action, Superintendent Carvalho sent an unmistakable signal that actions such as these would not only be tolerated, but handsomely rewarded.

When Dr. Roos found out she was in hot water for threatening this grieving grandmother, she allegedly summoned the African American custodian to a closed- door meeting in her office and told him that unless he immediately wrote a statement denying Dr. Roos had ordered him to threaten one of his closest friends, he would be immediately terminated from his job.

Mr. Pitts, this is NOT the end of the alleged misdeeds Dr. Roos has done. Further examples can be found in my blog Mr. Pitts, a wise man once said that all that is necessary for the triumph of evil is for good men to remain silent when evil occurs. If you will forgive my boldness, if you make the choice to remain silent about this matter, it is possible that you may lose respect for the man staring back at you from your bathroom mirror.

Another Plea For Help From Superintendent Carvalho

This is an email I sent to Ms. Luisa Santos (MDCPS District 9 school board member) on December 10, 2021.

Hello, Ms. Santos. Thank You for responding to my two emails.

While I realize that it is the sole prerogative of the superintendent to remove dangerous principals from schools, I am concerned that given the EXTREMELY volitive situation at Neva King Cooper (NKC) School, and given the fact that Mr. Carvalho will shortly become the superintendent of Los Angeles schools, I am concerned that Dr. Roos may escape preventative action to protect African American profoundly mentally retarded children and/or minority NKC staff members from future alleged physical assault at the hands of Dr. Roos, who gives the impression of being extremely emotionally unstable, and has NUMEROUS previous allegations of physical assault against her.

I am therefore asking you to forward this email to Superintendent Carvalho, asking him to remove Dr. Roos as the NKC principal.

I am sure that Mr. Carvalho is aware that if Dr. Roos has yet another of her numerous emotional outbursts that result in one or more African American profoundly mentally handicapped children or minority NKC staff members being allegedly physically assaulted by Dr. Roos, Mr. Carvalho will receive very bad press coverage, even if he is no longer the MDCPS superintendent.

As I am sure Mr. Carvalho is aware, during his first year or so as the Los Angeles superintendent, he cannot afford the MASSIVE bad publicity he will receive if Dr. Roos physically assaults one or more African American profoundly mentally handicapped children, or minority staff members.
