Two Pleas For Help To Leonard Pitts

I have sent two unanswered emails to Florida Commissioner of Education Richard Corcoran, fully appraising him of the latest alleged physical assault of yet another minority Neva King Cooper (NKC) staff member by NKC principal Dr. Tracy Roos. I have also had a lengthy telephone conversation with Miami Dade County Public Schools (MDCPS) internal investigation unit Mr. Rafael Villalobos, so the district is fully appraised of the extremely volatile situation at NKC. I have also sent two unanswered emails to MDCPS superintendent Alberto Carvalho, so he is also fully appraised of the situation.

Time after time over the last 10 years, Dr. Roos has allegedly physically assaulted a profoundly mentally handicapped African American student, and several minority NKC staff members. Witnesses have stepped forward and filed formal charges against Dr. Roos. Time after time, either no investigation was done, or a sham investigation was done. and Dr. Roos was absolved of all guilt for these alleged incidents. Time after time over the last ten years, after being absolved of guilt, Dr. Roos has then allegedly committed additional physical assaults against NKC minority employees

The NKC stakeholders have no confidence in the internal investigative agency of MDCPS to police itself and end wrongdoing by MDCPS administrator Dr. Tracy Roos. Many NKC stakeholders fear that MDCPS will once again absolve Dr. Roos of any guilt (even though there are witnesses against her, and even though Dr. Roos allegedly has attempted to coerce Mr. Luis Ibarra, and possibly other NKC staff to write statements by staff members who did not witness this incident saying the alleged physical assault did not occur.)

For this reason, if MDCPS chooses to absolve Dr. Roos of guilt, even though ample evidence exists to show she is guilty of physically assaulting an African American NKC custodian, one or more NKC stakeholders will seek to involve Black Lives Matter in resolving the 10-year, on-going crisis at NKC. When the Black Lives Matter representatives finish their investigation, it is possible that Commissioner Richard Corcoran, Superintendent Alberto Carvalho, and NKC principal Dr. Tracy Roos will be removed from their posts for nonperformance of their duties.

I have written three emails to Pulitzer Prize winning journalist Mr. Leonard Pitts, asking for his help in ending this 10-year crisis. Here are those three emails.

Hello Mr. Pitts. I know you are a very busy man, so I apologize if I am wasting your time. I have a blog mdcpsallegations.com I am hoping you will read my last three blog entries. For nearly ten years, the White principal of a school in the nation’s fourth largest school district has allegedly physically assaulted both a profoundly mentally handicapped African American student of that school and minority staff employees of that school. On numerous occasions, this woman has been ‘investigated” by the internal investigative unit of Miami Dade County Public Schools (MDCPS) and cleared of wrongdoing, at which time she resumes what gives the appearance of being overt and blatant racist actions against minority staff members. For years, I have been unsuccessful in persuading the Miami Herald to cover this story. This abuse will continue unless the public becomes aware of what is happening.

Staff employees of that unhappy school are hoping you might be interested in writing a story about that school. Hello Mr. Pitts. My name is Bill Detzner. Several days ago, I sent you an email regarding an African American custodian at Neva King Cooper School (NKC) who was allegedly physically assaulted by the white school principal, Dr. Tracy Roos.

As this is merely the latest alleged physical assault against a minority student or staff member of NKC by Dr. Roos over a period of 10 years, with no adverse consequences for Dr. Roos, the very angry minority NKC staff members, and the parents of minority profoundly mentally handicapped students who attend NKC are wondering if the Federal laws outlawing physical assault against minorities apply to Miami Dade County Public Schools (MDCPS), the nation’s fourth largest school district. What makes these unpunished alleged physical assaults particularly upsetting is that even though staff members have on numerous occasions filed formal complaints against Dr. Roos (at the risk of retaliation from MDCPS) either no action is taken, or Dr. Roos is absolved of all guilt after a sham investigation by the internal MDCPS investigative agency.

This is inevitably followed by yet another allegation of physical assault by Dr. Roos against a minority staff member or student.

The most egregious allegation against Dr. Roos is that she allegedly physically assaulted an African American profoundly mentally retarded student. An African American bus aide, who witnessed this alleged physical assault, filed formal charges against Dr. Roos. The parents and staff of NKC felt this violation was so over the top that not even Dr. Roos would escape with no negative consequences whatsoever. They were sadly mistaken. In violation of MDCPS own policies, Dr. Rooss was not even removed from campus during the sham “investigation.” The mother of this allegedly abused child was justifiably very upset and filed a complaint against MDCPS. She very quickly dropped the matter, and NKC stakeholders are wondering if MDCPS silenced her by threatening her.

In my previous email to you, I asked you to consider taking one or more of the following actions. 1)Writing one or more newspaper articles about the nearly 10-year physical assaults allegedly committed by Dr. Roos. 2) Contacting MDCPS school superintendent Alberto Carvalho (305) 995- 2940 or superintendent’soffice@dadeschools.net 3) contacting the Miami NAACP at 877-622-2709 or miamidadecommunications@gmail.com 4) Putting me in contact with any Miami Herald reporters interested in this story. If you have already done one or more of these things, I want to very profusely Thank You on behalf of the profoundly mentally handicapped students, parents, and staff of NKC.

Mr. Pitts, the reason Superintendent Carvalho has for 10 years taken no action to prevent further alleged physical assault against minority profoundly mentally handicapped African American children and minority staff members of NKC is because the public is unaware of what is happening at this and possibly other MDCPS. The reason the public is unaware of the alleged abuse in the nation’s fourth largest school district is because the NKC stakeholders have been unable to find a mass media outlet that will cover this story. Minority parents of NKC students fear that if they voice their numerous grievances against Dr. Roos, their children will be physically assaulted by Dr. Roos, with virtual impunity. Can you please raise your voice against this situation?

Continued Bullying By Principal Tracy Roos

I refer to the nearly ten years that Dr. Roos has been the NKC principal as “The Rape of NKC.” At that unhappy place, Dr. Roos operates a caste system, based upon the ethnicity of the employees. The first caste is Whites/Caucasians. Dr. Roos treats them very, very badly. The second caste is Hispanics. Dr. Roos treats them even worse. The third caste is African Americans, who are disrespected and abused the most by Dr. Roos.

A Hispanic person who is presently an NKC employee, has graciously and courageously allowed me to post two communications he/she has sent to MDCPS officials to make them aware of the intolerable working conditions Dr. Roos imposes on NKC employees. As this is deeply personal information, I am not going to reveal the name of the person who sent me these communications. Hopefully, the following two letters will illustrate 1) The intolerable working conditions at NKC 2) Dr. Roos’ guilt of HORRIFIC emotional and physical abuse of the entire NKC staff. The person who sent me these two letters had suffered a serious injury to his/her knee while on the job at NKC, and was in a great deal of pain. Here then, are the two letters:

On September the first 2021, I requested to go to the Workman’s Compensation doctor but was given the runaround by the principal. She tried all she could to keep me from going, such as my accident report was filled out improperly and my having to wait until all students went home on that day. I was even asked in the main office if I had witnesses to my fall. Clearly my right to attend a Workman’s Compensation doctor was negated so at that point I called the region. The region also said that maybe I was not allowed to go at that particular time because there was no class coverage, and maybe I should contact UTD. At that time, I told the attending clerk over the telephone that I demanded to see a doctor, and if no one from the region office called the principal immediately I was going to contact the school police. I hung up the telephone and not five minutes later, I was summoned to the main office. I got my papers allowing me to go to the doctor immediately. I guess someone at the region called the principal and told her she had to let me go. The principal violated my rights to a doctor for an injury caused in the classroom by a student and for which I had two witnesses.

While picking up my papers from the main office, the principal decided to challenge my actions and as I was standing next to the clerk who was preparing my paperwork, the principal decided to give me a piece of her mind. Sitting behind her desk from her office, she screamed at me and asked why I had called the region. It was clear that she was furious. I did not back down. At this time, I got a burst of mental energy. This was my opportunity to defend myself against this bully, a bully that had been tormenting me for years. I got the courage to give her a dose of her own medicine. I shouted at her. I told her I was tired of her trying to SCREW me! She shouted at me, “Come over here and tell me how I tried to screw you.” I told her I did not want to speak to her. I was in pain, agitated, and now, once again, being BULLIED by the same person who had been bullying me for years. The same principal who had pushed me into seeking mental health counseling assistance from the MDCPS Employee Assistance Program. The same principal who bullies her staff at will and the same principal that gets away with her bullying. It was an ugly shouting match and in all certainty, she initiated the shouting match once I entered the office to retrieve the paperwork for the doctor. Of interest is how she shouted at me from her office on more than one occasion how I was so unprofessional. Here is this administrator chastising and belittling me for being so UNPROFESSIONAL, but yet she’s the one who initiated the shouting match.

Mr. Villalobos from the region suggested that I follow up with a Civil Rights Complaint and I am in the process of doing so. I am just waiting to see if my witnesses to instances of bullying by this principal towards others and myself will testify to my facts. I suspect that none will, as they are too afraid of this principal. I respect those fellow employees for their positions and I understand that this principal has and continues to get away with bullying and these employees quite naturally are in fear.

In closing, please be aware that I am still in counseling by the EAP and hope to feel better about myself. The intended damage perpetrated on me by Dr. Roos is still vivid. I had several dreams with his principal that are terrifying. Dreams where I find myself in the building and I run across her in the hallways and she starts to pursue me. Yes, the damage has been done. I am tired of being belittled, put down, made to feel worthless, shamed, and terrified.

There was an instance where I was standing in front of her after having been called to the office for a supposed infraction I had done. Dr. Roos very clearly stated that my teaching certificate was in jeopardy! I remember the warm tears running down my face. I felt so dehumanized. This principal had me where she wanted me, in the palm of her hand. I will not let this happen again, as I now have a voice. There are more instances, and they will be put down on my Civil Rights Complaint. In my complaint. I will highlight that Dr. Roos bullies and discriminates against both Hispanics and African Americans. [Note: This was not a dream. This was an extremely unpleasant experience this person had with Dr. Roos]

Here is the second letter this person wrote:

Dear Administrator,

For years I have been bullied by the principal at Neva King Cooper and I know that it has reached a point where I cannot tolerate it any longer. I have dates, times, and instances where the principal has called my cell phone to harass me, has come to my home, uninvited, and in general has made me feel anxious, fearful, depressed, lacking in concentration, and I would like for it to stop. Please call me at my cell phone at your earliest convenience. Thank You.

This Hispanic teacher never had issues with anxiety, depression, fearfulness, lack of concentration, etc. prior to the time Dr. Roos became the NKC principal. This person is not the only Hispanic teacher who never had mental health issues prior to Dr. Roos becoming the NKC principal who experienced off the charts levels of anxiety and depression after the arrival of Dr. Roos. Another Hispanic teacher experienced an acute anxiety attack during the school day. At the end of the school year, Dr. Roos called a MANDATORY staff meeting where Dr. Roos allegedly publicly humiliated this teacher for this anxiety attack in front of all his/her peers. This teacher is a former teacher of the year, and the kind of teacher I would want my child to have.

Perhaps if MDCPS replaced the White Superintendent of Schools, Alberto Carvalho and the White principal of NKC, Dr. Roos, these blatant and overt racial incidents would no longer occur.

Perhaps input from Black Lives Matter and NAACP would end the pervasive racism that seems to plague the nation’s fourth largest school district.

I Mistakenly Believed Things Could Not Get Worse

I have learned two new things I wish to bring to the attention of the readers of this email. The first is that NKC principal Dr. Roos is allegedly attempting to persuade the workman’s compensation office to deny compensation to the African American Custodian Dr. Roos allegedly assaulted. This raises a number of troubling questions. 1) Shouldn’t it be the Office of Workman’s Compensation, and not Dr. Roos who determines the eligibility of this person for workman’s compensation? 2) Is Dr. Roos sending these emails or making these phone calls to the Office of Workman’s Compensation during her working hours? (Hopefully, an investigative body having no connection to MDCPS will investigate this matter.) 3) Given the fact that Dr. Roos alleged physical assault of this woman temporarily made it impossible for this woman to perform her duties, is it morally, ethically, or legally permissible for Dr. Roos to also attempt to deny this woman any income with which to pay her bills? (Readers of this email might also wish to interview Mr. Javier Ruiz Lopez. Dr. Roos also allegedly recently attempted to prevent Mr. Luiz Lopez from securing workman’s compensation when Mr. Ruiz Lopez suffered an injury while working at NKC. Mr. Ruiz Lopez is Hispanic. This is yet another example of what appears to be discriminatory behavior by Dr. Roos against a minority employee.)

the second new fact that I have learned is the name of one of the NKC staff Dr. Roos allegedly “Asked” to write a report stating Dr. Roos did not physically assault the African American Custodian, even though this person did not witness the alleged physical assault. The only two people who actually observed this alleged physical assault were a bus aide and the NKC security person. The name of one person Dr. Roos allegedly “Asked” to write a false report, absolving Dr. Roos of blame is Mr. Luis Ibarra. My hope is that an investigative body that has no connection with MDCPS will interview Mr. Ibarra and ask him if Dr. Roos “Asked” him to write such a report. If Mr. Ibarra wrote such a report, my hope is that the investigative body will retain a copy of this report. It might also be prudent to ask all NKC school secretaries if they typed up any such reports from Mr. Ibarra and other NKC staff. Also, Mr. Ibarra might be asked if Dr. Roos threatened any reprisals against Mr. Ibarra if he failed to provide such a statement. If Dr. Roos coerced, or attempted to coerce any NKC staff member into providing false statements absolving Dr. Roos of guilt for this alleged assault, my hope is that the proper penalty will be levied against Dr. Roos. Investigators may also wish to ask the entire NKC staff if any of them were asked to provide false statements on Dr. Roos behalf.

I wish to VERY STRONGLY EMPHASIZE that if Mr. Ibarra or any other NKC staff member wrote false statements on behalf of Dr. Roos, NO PENALTY should be levied against them.

I worked for three years under Dr. Roos, and every day during that period, I feared that I would be summoned to Dr. Roos office to face false, career ending charges brought against me by Dr. Roos. I have previously stated that MDCPS has the appearance of being a criminal enterprise. A few examples will hopefully illustrate the pervasive fear of reprisal that MDCPS employees face on a daily basis, courtesy of both Superintendent Carvalho and Dr. Roos.

Dr. Roos allegedly used her hand to jerk the jaw of a person Dr. Roos was SCREAMING at in an upward motion until this person was involuntarily looking into Dr. Roos’ eyes. Dr. Roos then allegedly screamed, “You look at me when I am speaking to you.” This alleged victim was a Hispanic SOCIAL WORKER. This person was not a member of United Teachers of Dade. (UTD). THIS SOCIAL WORKER CHOSE NOT TO REPORT THIS PHYSICAL ASSAULT TO THE MDCPS INTERNAL INVESTIGATIVE BODY. If a SOCIAL WORKER does not have enough confidence in MDCPS to report a PHYSICAL ASSAUL against her, what does that tell the readers of this email about the ability of MDCPS to internally police itself?

Commissioner Corcoran, on bended knee, I am BEGGING you to bring in one or more investigative bodies independent of MDCPS. I am hoping this investigative body will do a comprehensive investigation of the entire MDCPS, in addition to investigating the ten year rape of NKC during the time Dr. Roos has been the principal of that unhappy place.

Here is yet another example of the fear MDCPS employees have of reprisals for whistleblowing. When myself and a few other teachers FORCED MDCPS to open an internal investigation into cheating by Dr. Roos on the yearly achievement tests, several of my NKC colleagues pulled me aside and warned me that my whistleblowing was career suicide, as MDCPS would absolve itself of all blame, Dr. Roos would then retaliate against me, and UTD would turn a blind eye, and not lift a finger to protect me. All three of these predictions came to pass.

I was the UTD steward at NKC for ten years, and I can tell you that UTD does NOTHING to protect NKC members. NKC is a “no go zone” for UTD. For that reason, it would be wrong to charge Mr. Ibarra or any other person with wrongdoing if they provided false statements to Dr. Roos.

Two other examples of the DEEP, DEEP fear Dr. Roos has instilled into NKC employees are the false charges Dr. Roos levied against Mr. Rick Massa of reckless endangerment of a child (who Mr. Massa rescued from choking on his food), cheating on the yearly achievement test, and possibly sexually molesting a child. (I discuss this in great detail in my blog mdcpsallegations.com) All of these charges were later dropped for lack of evidence.

Still another example of the DEEP, DEEP fear Dr. Roos has cultivated can be found in DOAH 145-2439. This was the legal case where Dr. Roos was found guilty of illegally terminating the employment of Ms. Luz Morales, a Hispanic employee. (Hopefully, the readers of this letter are seeing a pattern of discrimination by Dr. Roos against both African American and Hispanic employees, during the entire ten years that she has been the NKC principal. Hopefully, the readers of this email will also see a pattern where time after time when MDCPS was allowed to investigate itself, Dr. Roos was cleared of all wrongdoing, and resumed her discriminatory practices against minority NKC employees. Hopefully, the readers of this letter will see that Superintendent Carvalho, by allowing Dr. Roos to continue these illegal practices, is as guilty of racial prejudice and discrimination as Dr. Roos is.)

However, I have digressed. The point I wished to make is that when I agreed to testify on behalf of Ms. Morales at her court hearing, I was once again pulled aside by other NKC staff and warned that I was risking my career, as MDCPS would retaliate against me, and UTD would turn a blind eye, and not lift a finger to protect me. This turned out to be what happened to me, and to every other person who testified on behalf of Ms. Morales.

If Mr. Ibarra, or any other person who allegedly wrote false statements on behalf of Dr. Roos when “Asked” to do so is punished for doing so, this would be a great travesty of justice, and yet another example of a minority employee punished for the misdeeds of Dr. Roos. As MDCPS gives the appearance of being a criminal organization, an employee who declines when “Asked” to perform an illegal action puts his/her career at risk, and has no entity to turn to for help (including UTD.)

Ms. Santos, as the school board member representing District Nine and NKC, I am asking you to do three things. 1) Please share this email with Superintendent Carvalho. 2) Please send a written memo to Mr. Carvalho, asking him to permanently remove Dr. Roos from NKC, for the protection of both African American Profoundly Mentally Handicapped children of that school, and the minority employees of that school. 3) Please author a motion for the school board to remove Mr. Carvalho as the MDCPS Superintendent, for egregious failure to protect minority children and staff of NKC over a period of nearly ten years. Ms. Santos, if you fail to take these actions, please keep in mind that stakeholders are attempting to invite Black Lives Matter, the NAACP, and other interested parties to provide their input into securing the safety of NKC minority students and staff.

Mr. Carvalho, I am asking you to resign as the MDCPS Superintendent and to immediately and permanently remove Dr. Roos as a MDCPS employee. A few years ago, you abruptly fired a principal for the offense of dirty bathrooms. Perhaps I am wrong, but it is my belief that the readers of this blog consider the alleged repeated physical assault of both minority students and staff by a school principal to be a more serious offense than dirty bathrooms.

Commissioner Corcoran, on bended knee, I am literally BEGGING you to task an independent investigative body (perhaps the Florida Bureau of Investigation, or the Federal Bureau of Investigation) to do an in-depth investigation of both NKC and MDCPS. If that investigation reveals that Dr. Roos merits termination of employment, with loss of pension, I ask that the proper penalty be assigned. If your investigation determines that Mr. Carvalho has failed in his duties as MDCPS Superintendent, I ask that you terminate him from his position, and place MDCPS under state supervision, until such time as MDCPS is in compliance with both Federal and Florida statutes.

November 18, 2021 Email to School Board Member Luisa Santos

Hello Ms. Santos. My name is Bill Detzner. I want to make you aware of a situation that recently happened in a MDCPS District Nine School. On November 10, 2021, Dr. Tracy Roos, the White principal at Neva King Cooper (NKC), a center exclusively for Profoundly Mentally Handicapped (PMH) students allegedly physically assaulted an African American custodian of that school. As a result of this alleged physical assault, the African American custodian is on workman’s compensation , and is asking that this incident be investigated. She has sent unanswered emails to both Dr. Roos and Ms. Garcia, who is Dr. Roos boss. There are two witnesses to this alleged physical assault. Ms. Garcia has been fully appraised of the situation.

This is just one of many alleged physical assaults Dr. Roos has been accused of. One alleged incident involved an African American Profoundly Mentally Handicapped student of NKC. I have described the numerous allegations of physical assault by Dr. Roos against both minority students and minority staff of NKC. My blog can be accessed at mdcpsallegations.com

My latest entry, posted November 18. is titled, “Dr. Roos Latest Alleged Physical Assault of an African American NKC Employee.” Reading that entry will give you a brief outline of the numerous allegations of physical assault that Dr. Roos has inflicted upon minority students/staff at NKC FOR SIX YEARS.

For the life of me, I cannot understand why Mr. Carvalho does not seem to be troubled that a white principal allegedly physically assaulted a helpless Profoundly Mentally Handicapped African American child who literally cannot speak for himself. Mr. Carvalho’s seemingly moral nihilism is why I am also going to seek the assistance of Black Lives Matter, the NAACP, the Atlanta Office of Civil Rights Enforcement, and other stakeholders that I am not going to reveal at this time. I am doing this because I have spent SIX YEARS sending Mr. Carvalho certified letters informing him of what gives the appearance of being overt and blatant racism displayed by NKC principal Tracy Roos.

As NKC is significantly higher than 50% of minority and low income students, it is astonishing beyond belief that Mr. Carvalho has allowed a principal who gives the appearance of being extremely racist to allegedly physically abuse both minority students and staff without doing anything to stop it, even though I have left a long paper trail that shows he has been made aware of this situation.

As every time an allegation of physical assault of a minority student or staff person by Dr. Roos appears to have been swept under the carpet by MDCPS, the fear of the parents and staff of NKC is that the job of Ms. Garcia is NOT to investigate this matter, but to sweep it under the carpet and allow Dr. Roos to continue to physically assault minority students/staff.

Mr. Carvalho might find this difficult to understand, but the parents and staff of NKC are getting VERY weary of Dr. Roos alleged physical assaults, with virtual impunity.

I will post this email to you on my blog, so it cannot be denied that both you and Mr. Carvalho have been fully appraised of the EXTREMELY volatile present situation at NKC.

Ms. Santos, I am asking you to do the following actions: 1) Please read my November 18 posting on my blog. 2) Please share this email with Superintendent Carvalho, and ask him to also read my November 18 blog posting. 3) Please send Mr. Carvalho a written memo asking him to consider terminating Dr. Roos as a MDCPS employee, and forfeiting her pension, if that option is legally possible (and not merely reassigning her to another post.) 4) Please consider authoring a resolution asking the school board to relieve Mr. Carvalho of his position as MDCPS superintendent, due to his gross negligence in protecting both minority NKC students and staff from alleged physical assault at the hands of principal Dr. Tracy Roos

Ms. Santos, I will close this email with a question for both you and Mr. Carvalho. My question is: Do you feel MDCPS has an obligation to protect African American Profoundly Mentally Handicapped students and minority staff members from physical assault by a MDCPS principal?

Dr. Roos Latest Alleged Physical Assault of An African-American NKC Employee

I would like to make both Florida Commissioner of Education Richard Corcoran and MDCPS Superintendent Alberto Carvalho aware of the latest alleged physical assault by Neva King Cooper (NKC) Principal Dr. Tracy Roos against an African-American Custodian of that school. The name of the Custodian allegedly physically assaulted by Dr. Roos is Ms. Sabrina Crawley Cross. The alleged incident took place on November 10, 2021 between 12:45 PM and 1:15 PM. This alleged attack was observed by two witnesses. Those two witnesses are Bus Aide Ms. Sandra Welch Slaton, who has agreed to provide a written statement as to what she observed. The other witness is NKC Security Guard Mr. Leon Mitchell. Mr. Mitchell is a recent hire who has declined to provide a written statement , due to a fear of retaliation against him by Dr. Roos. ( Mr. Mitchell’s fear of retaliation at the hands of Dr. Roos is well founded. A few years ago, an African American Custodian by the name of Mr. Aaron Jackson alleged that Dr. Roos threatened to terminate his employment unless Mr. Jackson wrote a false statement denying that Dr. Roos had ordered Mr. Jackson to deliver Dr. Roos threat of an involuntary reassignment to another school to African American Para Professional Ms. Green.) Dr. Roos boss (Ms. Garcia) has received written notification of the allegations Ms. Crawley Cross has made against Dr. Roos. Although Ms. Crawley Cross has sent emails to both Dr. Roos and Ms. Garcia, she has not received any responses to her inquiries.

The alleged physical assault took place when Ms. Crawley Cross attempted to assist Dr. Roos who was attempting to calm down an upset Profoundly Mentally Handicapped (PMH) student. Dr. Roos began shouting at Ms. Crawley Cross in a disrespectful and abusive manner. Dr. Roos then allegedly used her hand to very aggressively shove Ms. Crawley Cross in her back. Ms. Crawley Cross reported this incident to Mr. Darwin Brown, who is the Untited Teachers of Dade (UTD) buildind steward for NKC.

Ms. Crawley Cross said she was shoved so hard that she was in great pain that weekend. She has since had to go on workman’s compensation , and she had to have a medical person give her a shot to lesson the pain she is experiencing in her back. Later that day, Dr. Roos then allegedly requested that NKC staff who had not witnessed this incident file statements stating that Dr. Roos did not physically assault Ms. Crawley Cross. Is it possible for an independent investigative party to gather both these reports, and statements from the NKC staff who were allegedly asked to lie about an incident they did not observe? Also, as the school secretary, and not Ms. Crawley Cross filled out the paperwork for her to receive workman’s compensation, Ms. Crawley Cross has no idea of the accuracy of the information that was put into that form, and would like to receive a copy of that paperwork for her records.

Following this alleged physical assault, Ms. Crawley Cross is alleging that she endured a very disturbing verbal exchange at the hands of Dr. Roos. Ms. Crawley Cross, fearing for her physical safety after this alleged physical assault, walked away from Dr. Roos. Dr. Roos then allegedly shouted, “Come here. Come here. I’m your boss. You come when I’m calling you.” Dr. Roos then followed Ms. Crawley Cross into room 10 and continued her tirade, shouting, “I didn’t push you.” Then Dr. Roos changed her mind and said, “I didn’t push you very hard. I didn’t push you. I just touched you. If you are upset, I apologize. Do you accept my apology?” Dr. Roos concluded her hateful tirade by shouting: ” Everyone in the District knows you are a liar.”

This is merely the latest incident in a long line of alleged physical assaults by Dr. Roos against both a Profoundly Mentally Handicapped (PMH) African American student and minority NKC staff. All of the six additional incidents I will mention in this letter are discussed in great detail in my blog mdcpsallegations.com Incident 1) Dr. Roos allegedly physically assaulted an African American PMH student. Although this incident was reported to the MDCPS and child protective services people, the incident was swept under the carpet. Commissioner Corcoran, I am hoping you will interview the parent of this child to see if MDCPS and/or Dr. Roos attempted to intimidate that parent into silence regarding this incident. As a result of this incident, the parents of some of the minority children of NKC have a fear that if they report any wrongdoing by Dr. Roos, the principal will physically assault their child, with virtual impunity. Commissioner Corcoran, are you ok with that situation? Superintendent Carvalho gives the appearance of being VERY comfortable with that situation. Incident 2) Dr. Roos allegedly seized a Hispanic employee by the chin, jerked her head upwards until the terrified employee was looking into Dr. Roos eyes, and screamed, “You look at me when I am talking to you.” Incident 3) Shortly after the brutal murder of the daughter of African American employee Ms. Green, Dr. Roos allegedly ordered African American Custodian Mr. Aaron Jackson to deliver a threat from Dr. Roos to Ms. Green. The threat was that Ms. Green was in danger of being involuntarily transferred to another school. Superintendent Carvalho cannot say he was unaware of this incident, because he personally telephoned Ms. Green to assure her that Dr. Roos would not be allowed to carry out her threat. At the time. Dr. Roos was a candidate for the prestigious Principal of the Year Award. Superintendent Carvalho could have chosen to demonstrate his opposition to discriminatory and hateful actions against African American employees by withdrawing Dr. Roos as a candidate for this award. By declining to take this action, Superintendent Carvalho sent a clear and unmistakable signal that under his stewardship, discrimination against African American staff of MDCPS would not only be tolerated, but handsomely rewarded. Incident 4) In the spring of 2020, during the Covid school closing, during a Zoom instructional presentation, Dr. Roos allegedly cursed on tape. Although myself and at least one parent filed formal complaints against Dr. Roos, MDCPS appears to have swept that incident under the carpet. Mr. Corcoran, if that Zoom tape still exists, I am hoping authorities other than MDCPS would examine that Zoom tape? Incident 5) I filed a formal complaint alleging that Dr. Roos allegedly cheated on the yearly high stakes achievement test given to PMH students. Although I cautioned that if MDCPS was allowed to investigate itself in this matter, the probability of a coverup was high, the state of Florida nevertheless allowed MDCPS to investigate itself. That investigation cleared MDCPS of any wrongdoing. If wrongdoing did in fact occur, and MDCPS covered up that wrongdoing, then the county is guilty of both cheating, and then covering up that cheating. Can an independent investigative body, such as the Florida Bureau of Investigation, or the Federal Bureau of Investigation explore all of the alleged incidents I have mentioned in this letter? MDCPS gives the appearance of being a criminal enterprise, incapable of cleaning up its act. Also, if it is determined that Dr. Roos cheated on the administration of the FAA high stakes achievement test, and given the fact that she was financially rewarded for falsified high scores, can the proper penalty of termination of employment with loss of pension be levied against her? Incident 6) I would urge independent authorities to examine court case DOAH 13-1492. It appears that in violation of the law, MDCPS retaliated against the two previous NKC administrators who attempted to convert NKC from a public school to a charter school. Shortly after illegally smashing NkC’s attempt to convert to a charter school, Superintendent Carvalho paid NKC his only visit. During that visit, Mr. Carvalho stated, ” This is a public school, this will always be a public school, and if anyone wants to change that, they are going to have to come through me.” As a result of that statement, many NKC parents and staff are of the opinion that Mr. Carvalho intends to punish the students (i.e. physical assault of an African American PMH student by the school principal), the parents, and the staff of NKC in perpetuity for the “crime” of exploring the supposedly legal option of converting to a charter school.

As I have been writing to both the Florida Commissioner of Education and MDCPS for over SIX YEARS, with no corrective action being taken by either party (not even acknowledging receipt of my correspondence), I will also seek help from Black Lives Matter, the NAACP, and the Atlanta Office of Civil Rights Enforcement. Given the fact that neither of the parties receiving this letter seem to want to clean up their own mess, I am hoping the three above mentioned stakeholders will be willing to clean up your mess for you.Hopefully, when they are done cleaning up your mess, neither one of the parties receiving this letter (or Dr. Roos) will still be employed.

Commissioner Corcoran, would it be possible for the state of Florida to do a systems wide audit of MDCPS to see if the abuses mentioned in this letter are systemic throughout the district? If that turns out to be the case, can Superintendent Carvalho be relieved of his duties, and MDCPS be put under state control until such time as MDCPS is in compliance with Federal and Florida statutes?

Congratulations on your election to the MDCPS school board! My name is Bill Detzner. I am a retired MDCPS teacher who taught for 25 years at Neva King Cooper Educational Center (NKC), a school exclusively for profoundly mentally handicapped children. Both the principal of NKC (Dr. Tracy Roos) and the Assistant Principal (Mrs. Alicia Fernandez) have a very troubled past, including allegedly physically assaulting BOTH a profoundly mentally handicapped African-American student, and a Hispanic social worker who was an NKC social worker, allegedly cheating by both administrators on the yearly high stakes achievement test given to NKC students, etc. My blog is mdcpsallegations.com I am hoping you will read my blog to familiarize yourself with the 9 year on-going crisis at NKC. I have contacted the Black Lives Matter organization and made them aware of the NINE YEAR on-going rape of Neva King Cooper (NKC) School.

I have some questions for the readers of this letter. 1) NKC principal Dr. Tracy Roos has allegedly physically assaulted a severely mentally retarded African American child. Are you ok with that? If so, are you ok with the fact that if Dr. Roos remains the NKC principal, there may be further allegations of her physically assaulting other African American severely mentally retarded children? Are you ok with that? 2) Dr. Roos has allegedly physically assaulted a Hispanic social worker who was an NKC staff member. Are you ok with that? If so, are you ok with the fact that if Dr. Roos remains the NKC principal, there may be other allegations of her physically assaulting other minority staff members? Are you ok with that? 3) Dr. Roos and assistant principal Mrs. Alicia Fernandez (Screamer) have allegedly cheated and received financial compensation for cheating on the Florida Alternate Assessment. (FAA), the high stakes achievement test given to severely mentally retarded children. Are you ok with that? If so, are you also ok with the fact that if these two administrators remain at NKC, there may be further allegations of them cheating on the FAA? Are you ok with that? 4) Dr. Roos allegedly cursed on a Zoom lesson presentation presented to the severely mentally retarded children last spring. I know you are aware of this event because myself and at least one parent sent e-mails to Regional Superintendent Barbara Mendizabal complaining about this egregious offense. (We received no reply whatsoever to our complaints.) Are you ok with Dr. Roos allegedly cursing during a Zoom lesson presentation? If so, are you also ok with the fact that if Dr. Roos remains the NKC principal, there may be additional allegations of her cursing during Zoom lesson presentations? Are you ok with that? Are you ok with the fact that Regional Superintendent Barbara Mendizabal allegedly failed in her MANDATORY obligation to report the alleged physical abuse of a severely mentally retarded African American child to the authorities? As you know, failure to report suspected child abuse is an offense so egregious that it can result in permanent forfeiture of one’s teaching credentials. Are you ok with the fact that if one or more additional allegations of child abuse against severely mentally retarded African American children at NKC occur,, there may be additional allegations that Regional Superintendent Barbara Mendizabal will also fail to report these incidents. Are you ok with that? Ms. Mendizabal (along with a representative of UTD) was allegedly on the NKC campus the the day after this alleged physical abuse incident occurred. 5) Assistant Principal Alicia Fernandez has been given the nickname of “Screamer” by the NKC staff/serfs. She has earned this nickname by “virtue” of the fact that she has on NUMEROUS occasions lost her temper and engaged in lengthy screaming temper tantrums . (In my case, Mrs. Fernandez screaming temper tantrum against me lasted for 20 minutes. As I am Caucasian, she let me off easy. Had I been a minority staff/serf member, her screaming temper tantrum would have been both longer and more vicious. ) I want to very strongly emphasize that although ALL staff at NKC are treated HORRIBLY by BOTH NKC administrators, African American staff are treated the worst of all. Mrs. Fernandez (Screamer) has had frequent lengthy screaming temper tantrums against African American staff/serfs. Are you ok with that? If so, are you also ok with the fact that if Mrs. Fernandez (Screamer) remains at NKC, there may be further allegations of her extremely lengthy and vicious screaming temper tantrums against African American staff/serfs? Are you ok with that? 5) As you already know, BOTH African American NKC staff/serfs and NKC African American parents refer to NKC as a “Plantation.” Are you ok with that? If so, are you also ok with the fact that if Dr. Roos and Mrs. Alicia Fernandez remain as the NKC administrators, one or more racial confrontations, perhaps involving physical violence may occur between the NKC administrators and the parents of African American NKC children and or the African American NKC staff? Are you ok with that?

I ask these questions because even if the readers of this e-mail are ok with one or more of these scenarios occurring, the Black Lives Matter organization will probably NOT be ok with these scenarios, and I am going to post this e-mail on my website.

I am asking that the following actions be taken immediately. 1) I am asking that both Dr. Tracy Roos and Mrs. Alicia Fernandez (Screamer) be immediately and permanently removed from their posts as the NKC administrators. 2) As a sign of good will from Mr. Carvalho, I am asking that Dr. Alberto Fernandez be reinstated as the NKC principal, and Mr. Henny Cristobal be reinstated as the NKC assistant principal. The NKC staff have a well founded fear that if Mr. Carvalho removes the present two NKC administrators, he will merely replace them with administrators as bad or worse than the present administrators. The NKC staff fears that Mr. Carvlho intends to punish them in perpetuity for the “crime” of pursuing the supposedly legally protected activity of attempting to convert from a public school to a charter school.

I have a final question for the readers of this letter. Would you prefer to make these two desperately needed changes now, or would you rather make the changes when confronted by a large group of angry Black Lives Matter demonstrators? If you wait until you are confronted by BLM demonstrators, they may also ask for the resignations of the school superintendent, one or more school board members, and perhaps the UTD president and some or all of the UTD Executive Council. You might want to refer to my blog (mdcpsallegations.com) for the numerous, in-depth descriptions I have given about the widespread discrimination against African American and Hispanic staff at NKC. I suspect this racial discrimination may be systemic throughout MDCPS.

Will You Allow The Rape Of NKC To Enter Its NINTH Year? Part Two

Hello, Mr. Thomas. The Neva King Cooper (NKC) stakeholders are alarmed and extremely angry that you have declined to respond to the last few emails I have sent you. The stakeholders have a question they would like me to ask you. I have asked you this question before, and you have not given me the courtesy of an answer. That question is: Will the educational bureaucrats in Tallahassee and Washington DC allow the Rape of NKC to enter its NINTH YEAR by allowing the two present NKC administrators to remain at NKC? If you do not respond to this email in a few days, the NKC stakeholders will assume that the educational bureaucrats in both Tallahassee and Washington DC intend to do nothing to end the danger that the severely mentally retarded African American students and African American staff of NKC are exposed to because of the present two NKC administrators. As a courtesy to you, I first appealed to you for help. As that help does not appear to be forthcoming, I will carry through with my plan to publish my correspondence with you with the Florida blog that reaches a million readers a month. If I am given a gag order, other NKC stakeholders will publish letters I have written to you with that million reader per month blog. The NKC stakeholders are shocked at the level of recklessness, lack of action, and arrogance you bureaucrats seem to have, even though you have been aware of the crisis situation at NKC for several months.

The NKC stakeholders find it difficult to believe that even though racial tensions in the US are at nearly historically high levels, and even though you are aware that it is a near certainty that one or both of the NKC administrators will provoke a racial incident, possibly involving physical violence in the near future, and even though you are aware that in the past Dr. Roos has allegedly physically assaulted both a social worker and a severely mentally retarded African American student, YOU GIVE THE APPEARANCE OF DOING ABSOLUTELY NOTHING TO PREVENT THIS EASILY AVOIDED RACIAL VIOLENCE FROM OCCURRING IN THE FUTURE.

I am asking you to take three actions. The first is to read my entire blog (mdcpsallegations.com)The second is to send copies of this email to Elizabeth Newton, Angela Tanner, Katrina Speights (she is the investigator for Miami DCF) MDCPS superintendent Alberto Carvalho, Florida Commissioner of Education Richard Corcoran, the Florida Department of Education Inspector General, and Secretary of Education Betsy DeVos. If one or more entirely preventable acts of racial violence occur at NKC, I don’t want these people to bleat that they had no idea of what has been happening at NKC FOR EIGHT YEARS! The third thing I would like for you to do is to answer this email. The NKC stakeholders are particularly interested in what happened to Ms. Speights investigation of possible falsification of the report of alleged child abuse by either MDCPS regional superintendent Barbara Mendizabal, and/or Dr. Roos and Mrs. Alicia Fernandez. The NKC stakeholders would also like to know if Ms. Speights interviewed the mother of the severely mentally retarded African American child who was allegedly abused by Dr. Roos to determine if the mother was threatened into remaining silent by any MDCPS employee. The NKC stakeholders would also like to know if the MDCPS bus driver and bus aide were interviewed by the Miami DCF investigators, and if any MDCPS employee made any threats against these two bus people in an effort to silence them. The NKC stakeholders would also like to know if an independent agency, such as either the Florida Bureau of Investigation or the Federal Bureau of Investigation has investigated both the alleged cheating on the FAA by Dr. Roos and/or Mrs. Alicia Fernandez and possible falsifying of the report done on that alleged cheating by MDCPS officials in their investigation of that incident. If that alleged cheating on the FAA by Dr. Roos and/or Mrs. Alicia Fernandez occurred, they received financial compensation for those high test scores, and the proper punishment for such an offense is termination of employment and loss of pension. If MDCPS officials who investigated this alleged cheating incident falsified their report, the proper penalty needs to be levied against them as well.

The NKC stakeholders have a fear that the Miami DCF and the Tallahassee and the Washington DC educational bureaucrats exist NOT to punish administrators who physically abuse severely mentally retarded African American children or minority staff members, but to cover those racist crimes up.

Hello Mr. [Dwight] Thomas. My name is Bill Detzner. I have sent you numerous emails and telephoned you several times concerning the on-going Rape of Neva King Cooper (NKC) School. My self and the NKC stakeholders fear that yourself, and other high ranking Dept. of Education officials intend to do little or nothing to prevent the Rape of NKC from entering its NINTH YEAR when school resumes for the 2020-2021 school year.

I am asking that you forward this email to Elizabeth Newton, Angela Tanner, Katrina Speights, (katrina.speights@myflfamilies.com) MDCPS superintendent Alberto Carvalho, Florida Commissioner of Education Richard Corcoran, the Florida Department of Education Inspector General, the investigator for the Miami-Dade DCF, (Katrina Speights), and Secretary of Education Betsy DeVos. If one or more entirely preventable incidents of racially based violence occur at NKC in the fall of 2020, I don’t want the above named people to bray that they did not know what has been going on at NKC for the last EIGHT YEARS.

To refresh your memory, (all of this material can be found in my blog mdcpsallegations.com) as DOAH 13-1492 clearly shows, MDCPS and superintendent Carvalho illegally smashed NKC’s attempt to convert from a public school to a charter school. Shortly after this tragic event. Mr. Carvalho paid his one and only visit to NKC. At that time, in front of witnesses who are still employed at that unhappy place, Mr. Carvalho made the following statement: “This is a MDCPS and it will always be a MDCPS. If anyone wants to change that, they are going to have to come through me.” The NKC stakeholders have a well founded fear that Mr. Carvalho intends to punish NKC in perpetuity for the “Crime” of pursuing the supposedly legally protected activity of converting to a charter school. For this reason, the NKC stakeholders are deeply fearful that even if Mr. Carvalho replaces the present two NKC administrators, he will merely replace them with administrators who are as bad or worse than the present ones, and the punishment of NKC will continue. For this reason, the NKC stakeholders are asking that as a show of good faith, that Mr. Carvalho reinstate Dr. Alberto Fernandez as the NKC principal, and Mr. Henny Cristabol as the NKC assistant principal for the 2020-2021 school year.

The NKC stakeholders feel that NKC has suffered collective punishment of the students, parents, and staff for EIGHT YEARS for the “Crime” of attempting to become a charter school. The severely mentally retarded students of NKC, who played NO PART WHATSOEVER in the conversion attempt, have been punished the most severely. As I have stated over and over again, these students are being put at risk for an entirely preventable violent death or injury in two ways. The students are at risk for choking to death on their food at mealtimes due to what appears to be NKC principal Dr. Roos willingness to use choking incidents at mealtimes to file potentially career ending charges against staff who have incurred Dr. Roos displeasure. I have discussed this issue exhaustively in my blog. The second way Dr. Roos appears to put severely mentally retarded children at risk (again discussed thoroughly in my blog) is that she has allegedly physically assaulted an African American severely mentally retarded student. NKC parents fear that due to what appears to be Dr. Roos seemingly fragile mental health, more of these alleged incidents may occur in the future. Mr. Thomas, you and other educational bureaucrats may wish to touch base with Ms. Speights of the Miami DCF concerning this alleged incident. If it is determined that this incident occurred, or if MDCPS and/or NKC administrators made threats against the parent(s) of this child to intimidate that parent(s)into remaining silent, or if MDCPS regional superintendent Barbara Mendizabal , Dr. Roos, and/or Mrs. Alicia Fernandez falsified their reporting of this incident to DCF, the NKC stakeholders very strongly believe that the appropriate penalties need to be imposed, including termination of employment and loss of pension if appropriate. If an investigation reveals that superintendent Carvalho has violated the law, he should be removed from his post if this penalty is appropriate. Also, as my blog discussed in great detail, there are allegations that both Dr. Roos and Mrs. Alicia Fernandez cheated on the yearly achievement test given to the students of NKC. The name of that test is the Florida Alternate Assessment (FAA) Dr. Roos and Mrs. Alicia Fernandez received financial compensation for outstanding student performance on this test, so if it is determined they cheated, the penalties of job termination and loss of pension need to be imposed. Again, I have discussed this extensively in my blog. There is also the matter of Dr. Roos allegedly cursing on a Zoom taped lesson presented to NKC students in the spring of 2020. Both myself and at least one parent sent complaints about this to regional superintendent Barbara Mendizabal and Jimmie Brown at the Office of Professional Standards at MDCPS.

As you may recall, BOTH African American NKC parents and African American NKC staff refer to that unhappy place as a “Plantation.” As I described in great detail in both my blog and in correspondence to Mr. Dwight Thomas, the probability of one or more highly volatile and possibly violent physical confrontation occurring between African American staff and/or parents and one or both of the present NKC administrators is extremely high, especially in view of the heightened levels of stress everyone is under due to the seemingly fragile emotional fragility of both NKC administrators, the Covid-19 epidemic, and the uncertain economic future we all face.

There is a popular expression that I think applies to the present unhappy situation we all find ourselves in. Myself and the other NKC stakeholders feel that we have little or no power or influence over what happens to the severely mentally retarded children of NKC. The NKC stakeholders feel that the educational bureaucrats in MDCPS, in Tallahassee, and in Washington DC neither know or care what happens to severely mentally retarded students, the most vulnerable and at risk population there is. The saying that the NKC stakeholders hope you will consider is: “We can’t make you do the right thing, but we CAN (and will) make you wish you did.”

We are hoping the readers of this letter will not once again turn their backs on us and ignore us. The NKC stakeholders hope to hear from you soon, and we hope you will choose to protect the severely mentally retarded children of NKC. Again, I have a friend who publishes a Florida blog that reaches a million people a month. I will contact him if little or nothing is done to resolve the on-going crisis at NKC. If I am given a gag order, there are several other people who have access to everything I’ve written, and who will continue my work.

An Unhappy Encounter With A DCF Employee, Part Two

Hello Mr. Thomas. My name is Bill Detzner. You have told me that as the OSEP State Lead for Florida you have opened up an investigation on my behalf regarding alleged physical abuse of a severely mentally retarded African American child by Neva King Cooper (NKC) principal Dr. Tracy Roos. I am asking that you forward this email to MDCPS superintendent Alberto Carvalho, Florida Commissioner of Education Richard Corcoran, the Florida Dept. of Education Inspector General, the head of the Miami-Dade County DCF, and Secretary of Education Betsy DeVos. If one or more entirely preventable incidents of racially based violence occur at NKC in the fall of 2020, I don’t want the above named people to bleat that they did not know what has been going on at NKC for the last 8 years. I sent you an email on June 25 regarding a very unpleasant phone call I had with a Miami-Dade County DCF employee named Sonia Brooks. Ms. Brooks was extremely rude and abusive to me during that phone call. She shouted at me and hung up on me when I asked for the name and phone number of her supervisor. There are two issues I hope you will bring to the attention of the Miami-Dade County DCF. The first issue is that Ms. Brooks, (and possibly other DCF employees) are extremely rude and abusive when she or they work from home on phones that do not record the conversations taking place. After Ms. Brooks hung up on me, I called the DCF hotline and asked how I could report this incident. I was given 4 different phone numbers. All four numbers had recorded messages , promising to contact me. I have not heard back from anyone, which might explain why DCF employees seem to feel free to be extremely rude on phones that do not record conversations.

The second issue I would like you to look into is the charge that myself and other NKC stakeholders are making about the Miami-Dade County DCF. Many NKC stakeholders are making the charge that this agency is a racist organization that exists not to investigate abuse against a severely mentally retarded African American student (or any other NKC students), but to sweep that scandal under the carpet and punish the mother who had the temerity to complain when NKC principal Dr. Roos allegedly physically assaulted her son. The NKC stakeholders would also like you to interview the mother of this child to see if MDCPS and/or Miami-Dade County DCF threatened her if she continued to complain about Dr. Roos alleged physical assault of her son. We would also like the two MDCPS employees (ie the bus driver and bus aide) who witnessed this alleged assault to be interviewed as to what they observed, and what threats (if any) MDCPS officials and/or DCF officials made against them to silence them. We would also like you to investigate Miami-Dade County DCF as to why they failed to investigate this incident when it was first brought to their attention. The alleged threat, made by Miami-Dade County DCF, and possibly MDCPS as well, was that if the mother didn’t shut up about the abuse, DCF would remove the child from his home, and place him into a foster home. Many NKC stakeholders believe that the Miami- Dade County DCF (MDCDCF) exists NOT to protect the children of this county, but to protect Superintendent Carvalho and hide all alleged incidents of child abuse committed by MDCPS officials. Vladimir Lenin famously quipped that “The object of Terror is Terror.” He meant that any government agency that was able to terrorize the people it was supposed to protect would not have to worry about any complaints of abuse from the terrorized serfs. Many NKC stakeholders believe that the MDCDCF and Superintendent Carvalho have given Dr. Roos a blank check to continue to abuse severely mentally retarded African American children as much as she pleases. NKC African American parents are well aware of the free ride Dr. Roos appears to have been given. They are deeply fearful that if their child is also physically abused by Dr. Roos and they complain about it, they will also be threatened with having their child involuntarily removed and placed into a foster home. In the old days, African American parents who were bold enough to insist that their children receive a high quality education were cowed into submission by a burning cross on their lawn. These days, the preferred method seems to be for DCF to threaten to involuntarily remove the child from the home and place him/her into a foster home where physical and/or sexual abuse sometimes happens. Mr. Thomas, just so you are aware of the situation, many NKC stakeholders, myself included, have the belief that the MDCDCF is just as racist against African Americans as the Ku Klux Klan. I am asking that an independent agency conduct an audit of the MDCDCF to see if it is actively engaged in hiding abuse reports that put Superintendent Carvalho and MDCPS in a bad light.

The morning after Dr. Roos allegedly physically assaulted the African American severely mentally retarded student, representatives of both the teachers union (United Teachers of Dade (UTD)) and regional superintendent, Barbara Mendizabal were allegedly on the NKC campus as a result of this alleged incident. Although MDCPS policy MANDATES that a school board employee accused of physically assaulting a student be removed from campus until the conclusion of an investigation of the incident, and although the regional superintendent was on the NKC campus the day after the alleged incident, Dr. Roos was NOT removed from campus, nor was an investigation ever conducted. This is a mind boggling dereliction of duty on the part of regional superintendent Mendizabal. Severely mentally retarded children are the most fragile and at risk children of all. Many of them cannot speak. One has to wonder why regional superintendent Mendizabal would not follow MANDATORY MDCPS policy and protect this child by removing Dr. Roos from the campus until an investigation was completed. Many NKC stakeholders, myself included, believe that Ms. Mendizabal failed to take this action because the endangered student was African American. Mr. Thomas, can an investigation be conducted as to Ms. Mendizabal’s seeming failure to protect a severely mentally retarded African American child from physical assault by the school principal? Also, both myself and at least one NKC parent have sent emails to Ms. Mendizabal regarding Dr. Roos alleged cursing during a Zoom presentation to severely mentally retarded students this spring. To the best of my knowledge, Ms. Mendizabal has done nothing about this alleged cursing incident. MDCPS should have a copy of this Zoom presentation. If regional superintendent Mendizabal is found to have been negligent in the performance of her duties, can you please make a recommendation that she be terminated from her position?

Also, if you have read my blog mdcpsallegations.com I have listed many incidents of blatant racial discrimination against African American staff by Superintendent Carvalho and both NKC administrators. To refresh your memory about just a few of these incidents, shortly after Dr. Roos allegedly threatened both an African American paraprofessional with an involuntary transfer to another school just days after this woman’s daughter was brutally murdered, and threatened an African American custodian with job termination , MDCPS saw fit to nominate Dr. Roos as a candidate for the prestigious Principal of the Year Award. Although Superintendent Carvalho was aware of both Dr. Roos alleged racial attacks and her nomination as a candidate for the Principal of the Year Award, he chose NOT to have Dr. Roos removed as a candidate for this award. If an investigation concludes that Superintendent Carvalho either actively encourages racial discrimination against African Americans, or fails to discourage it, can you please make a recommendation that Mr. Carvalho be relieved of his post? If an investigation concludes that MDCPS condones or encourages racial discrimination against African Americans, can you please recommend that the State of Florida and the Federal government cut off funding to MDCPS until such time as MDCPS is in compliance with laws forbidding racial discrimination?

Mr. Thomas, if I had only one dollar to my name, and I was told that one dollar had to last me for the rest of eternity, I would confidently bet all 100 cents of that dollar that you as the OSEP State Lead for Florida will do little or nothing to resolve this EIGHT YEAR crisis at NKC. My bet is that in August of 2020, one or both of the blatantly racist NKC administrators will be back at their posts. Again I strongly urge you to read my blog listing the many incidents of racial discrimination by both NKC administrators against African American NKC staff. You might want to ask yourself why both African American NKC staff and African American parents of NKC children refer to that unhappy place as a “Plantation.” You might also want to ask yourself what the chances are for one or more racial confrontations at NKC next fall, given both the seemingly fragile mental health of both NKC administrators and the high level of stress NKC parents are experiencing as a result of both the pandemic and an uncertain economic future,. My bet is that like Ms. Newton, you will send me a sugary sweet letter telling me how your office believes severely mentally retarded African American students have a right to be treated with dignity and respect (as opposed to being physically assaulted by the school principal) and say that although your office cannot help these children, you know another bureaucratic office that can provide the “smoke bender” these children so desperately need.

Mr, Thomas, if you make the choice to “blow these NKC stakeholders and children off”, I have a friend who publishes a blog that reaches a million Florida readers a month. This email will appear in that blog. My experience with educational bureaucrats has been that they take the path of least resistance. Mr. Thomas, considering the power and the wrath of the Black Lives Matter movement, the path of least resistance for you is to take steps to have both of these racist NKC administrators retired so that they cannot continue their racist practices at another school

Many NKC stakeholders have a belief that you as a career education bureaucrat may consider to be extremely radical. That belief is that an African American severely mentally retarded child ought to be safe from physical assault by the school principal. The NKC stakeholders believe this right needs to be respected even if the stakeholders do not have the financial means to make a generous financial contribution to Governor DeSantis reelection campaign. Mr. Thomas, I will close with a riddle: What does it take to get a very well paid educational bureaucrat off his/her bottom to do his/her job? If you know the answer to this riddle, can you please send it to me? I have been puzzling over this riddle for five years. I hope to hear good news from you in the near future.
