Third Letter To Governor Scott

Dear Governor Scott,

Hello, my name is Bill Detzner This is my third letter to you regarding the extremely dangerous and deplorable conditions at Neva King Cooper School (NKC) a public school for severely mentally retarded children. (I have retained the green return receipt cards, so I have proof that your office received those 3 letters.) You will find the letters I have written to you posted on my blog mdcpsallegations.com along with a great deal of additional information about the illegal activities that have been going on at NKC for SIX YEARS. Additionally, I am sending you a copy of the February 7, 2018 letter I sent to the 21 (TWENTYONE) Republican K-12 education committee members of the Florida Senate and House. Those House Republicans are : Michael Bileca, Jennifer Mae Sullivan, Larry Ahern, Manny Diaz Jr., Byron Donalds, Jay Fant, Jason Fischer, Chris Latvaia, Amber Mariano, Rene Plasencia, Mel Ponder, Elizabeth W. Porter, Jake Raburn, and Charlie Stone. The Republican Senate members include Dorothy L. Hukill, Debbie Mayfield, Bill Galuano, Tom Lee, Keith Perry, David Simmons, and Wilton Simpson. Additionally, I have sent 3 certified letters to the Florida education Commissioner(and again, I have the green card return receipt requested cards to prove the Commissioner received those letters.) Finally, I am sending you a copy of the August 20,2018 letter that I sent to Superintendent Carvalho, the 9 members of the Miami-Dade County Public Schools (MDCPS)  school board, and United Teachers of Dade (UTD) president Ms. Hernandez Mats. Given all of this correspondence, voters will find it hard to believe that you have been unaware of the SIX YEAR crisis at NKC. To review, during the time you have been the governor, Superintendent Carvalho has illegally smashed NKC’s attempt to convert to a charter school. He has illegally been punishing the entire staff of NKC for SIX YEARS. As you are aware, Dr. Roos, the NKC principal, gives the appearance of being both an extremely vicious and vindictive person, and a person who appears to be in very fragile mental health. As a result of these two conditions, the situation at NKC is very volatile. As you are aware, the majority of the African American staff of NKC feel that both principal Tracy Roos and assistant principal Alicia Fernandez are racists. You are also aware that for 3 years, Dr. Roos appears to have cultivated a situation where Profoundly Mentally Handicapped (PMH) children appear to be deliberately exposed to a danger of choking to death on their food in an effort to terminate staff who exercised their (supposedly) protected right to explore conversion to a charter school. Both the New York Times and the Miami Herald have read my blog and are exploring the possibility of doing one or more stories on the SIX YEAR crisis at NKC. I am sure you understand the avalanche of negative publicity you will receive if these two newspapers publish stories showing you have been aware of this situation for a considerable period of time and did NOTHING for children who literally cannot speak for themselves. Most people have a soft spot in their heart for mentally retarded children, and they have VERY strong feelings about public figures who do not take measures to protect our most vulnerable citizens. Governor, I am a political atheist. I do not care whether you or Bill Nelson win the Florida Senate seat. What I am VERY passionate about is the fate of PMH children. Accordingly, I will also send a very similar letter to Mr. Nelson, alerting him to what gives the appearance of being neglect of the welfare of PMH children by yourself in your capacity as the governor. My friend will be whichever of the two of you take action to protect PMH children. Governor, if it is within your power, I am asking you to immediately relieve both principal Tracy Roos and assistant principal Alicia Fernandez of their duties. If there is cause to also remove Superintendent Alberto Carvalho of his duties, that should also be done. Finally, if you have the authority as governor to ask an investigative agency (such as the National Labor Relations Board) or any other investigative agency independent of MDCPS to do a complete audit of both MDCPS and NKC, that would be very helpful.
